ABK II Railway Safety Academy

The ‘ABK II Railway Safety Academy’ project is the second edition of a training programme on rail traffic safety initiated by the Office of Rail Transport, intended for employees of market entities responsible for these issues. The aim of the project is to shape a safe, competitive and well-functioning railway system by equalizing the level of knowledge and competences of participants in the rail transport sector, as well as disseminating good practices. This objective will be implemented through: conducting educational activities for representatives / employees of railway market entities directly responsible for ensuring railway traffic safety, as well as directly responsible for shaping working conditions and directions of development of this market; standardising the qualifications of a group of UTK employees performing tasks directly related to the verification of rail transport safety management systems and testing of railway infrastructure and rolling stock in terms of ensuring rail traffic safety; standardising the qualifications of a group of UTK employees performing tasks directly related to the supervision, control and management of staff responsible for verifying safety management systems in rail transport and testing railway infrastructure and rolling stock with regard to ensuring railway traffic safety. In connection with the above, the project primarily involves the organization and conduct of nationwide training in the field of railway safety for representatives of the railway market and employees of the Office of Rail Transport responsible for ensuring safety conditions in rail transport. These trainings will be organized throughout the country (with particular emphasis on the cities where the headquarters of UTK Branches are located). In order to ensure the greatest possible availability, they will be carried out both in stationary and remote form. In addition, it is also planned to use e-learning as a form of self-development of knowledge on the basis of materials developed as part of the project. The topics and content of the activities will be tailored to individual target groups, taking into account currently identified needs, including those reported by representatives of the railway market. Thus, they will essentially focus on the following areas: - regulation of rail transport in the context of safety; - licensing of rail transport; - technical supervision over the operation and maintenance of railway infrastructure and railway vehicles; - rail traffic management; - the interoperability and technical coherence of rail transport; the qualifications of the railway staff. The training program will also cover issues related to the professional competence of UTK employees who participate directly in supervision, audit and control processes in terms of ensuring the necessary level of safety in rail transport. Consideration will be given to aspects of technical and legal expertise as well as soft skills necessary to carry out control and audit activities with reference to applicable rules and good practices. The tool supporting the implementation of the Project is a platform for training, including a module enabling the organization of e-learning trainings. The functionalities of this solution enable, among others, registration of participants, evaluation/evaluation of trainings, access to training documents and materials in electronic form, as well as exchange of experience in specific areas. The effect of the above actions will be to ensure the necessary, high level of professional qualifications of the employee group having a direct impact on ensuring safety in rail transport. The expenditure incurred under the project as at 25 April 2024 amounts to PLN 102 228.32 and represents 1.02% of the total amount of eligible expenditure indicated in the WoD.
