The project ‘Works on the Glincz – Kartuzy – Phase II section’ is a continuation of works related to the modernisation/construction of railway lines on the Glincz – Kartuzy section not included in Phase I of the project and covers the remainder of works related to the preparation of design documentation for the sections: • Kościerzyna – Gdańsk Osowa, Somonino – Kartuzy and Glincz – Kartuzy: • Gdańsk Osowa – Gdynia Główna; • Maksymilianowo – Kościerzyna; along with the completion of construction works on the Glincz-Kartuzy section and electrification of the line: • No 214 reconstruction of the Somonino - Kartuzy 1-track railway line from km 7,131 to km 8,150, i.e. with a length of 1,019 km, and construction of a 1-track railway line from km 8,150 to km 11,407, i.e. with a length of 3,257 km; • No 229 reconstruction of the Glincz – Kartuzy section of track 1 from km 30,935 to km 42,115, i.e. with a length of 11,180 km. The material scope of the Project includes in particular: • reconstruction/construction of trackbed and track surface; • construction of 2 engineering structures (railways in km 8,678 and km 10,598); • modernisation of 1 station (Kartuzy) and 1 passenger stop (Dzieróżzno); • reconstruction of power equipment (power, lighting, EOR, etc.), • construction/reconstruction of lines of unattractive needs, • reconstruction of the network and power equipment nN, • construction of computer equipment srk. The result of the project will be the reconstruction/modernization of 12,199 km and the construction of 3,257 km along with electrification of the 1-track railway line. The project will be implemented in the Build, Design and Build formula, by the Investment Implementation Center Northern Region, in the Pomeranian Voivodeship in the Kartuzy district, Kartuzy commune, Żukowo. The above scope will be implemented within the framework of nine Tasks: 1) Project documentation for the sections Kościerzyna – Gdańsk Osowa, Somonino – Kartuzy and Glincz – Kartuzy; 2) Project documentation for the Gdańsk Osowa – Gdynia Główna section; 3) Project documentation for the Maksymilianowo – Kościerzyna section; 4) Construction works on the section Glincz – Kartuzy; 5) Electrification of the Glincz – Kartuzy section; 6) Investor supervision of construction works on the section Glincz - Kartuzy; 7) Investor supervision over the electrification of the Glincz - Kartuzy section; 8) Author's supervision over construction works on the section Glincz – Kartuzy. At the same time, due to the risks associated with the increase in the costs of the Project, in accordance with the provisions of the Guidelines on issues related to the preparation of investment projects, including hybrid projects for 2021-2027 of the Minister for Funds and Regional Policy of 5 March 2023 (point 1(i) of Subchapter 6.4. Assumptions for financial analysis), the project budget, as Task 9, includes a provision for unforeseen expenditure, amounting to 15% of the total eligible expenditure. A relevant detailed risk analysis in this respect is presented in Chapter 12 of the RSW. As a result of the implementation of the Project, the technical infrastructure will be adapted to the following parameters: • Maximum speed: - passenger trains: - 100/120 km/h on line 214; - 100 km/h on line 229; - freight trains 80 km/h (adjusted to 120 km/h). • axle load 221 kN. As a result of the implementation of the Project, the requirements for interoperability within the scope of the Infrastructure TSI, the Control-Command TSI and the Energy TSI will be met. The project fulfils the objectives of the FEnIKS operational programme Specific objective 3.2 Developing and improving sustainable, climate-resilient, smart and intermodal mobility at national, regional and local level, including improving access to TEN-T and cross-border mobility. The project meets the objectives of Measure 05.04 Railway, urban railway and railway safety, through the construction, reconstruction and modernization of railway lines, including the construction or modernization of: • railway stations and stops, • traction supply and overhead contact line systems, • railway traffic control systems, • engineering structures.
