Support for Primary Health Care (POZ)

Primary health care is part of the health care system, which provides all persons entitled to benefits residing/staying on the territory of Poland with comprehensive and coordinated health care services at the place of residence. Benefits are provided in outpatient conditions (in the office, clinic or clinic), and in medically justified cases, also at the patient's home (also in the social care home). POZ benefits also include preventive care for children and adolescents provided by a nurse/hygienist in a teaching and upbringing environment. In EHCI for 2018, Poland was ranked 32nd, despite the appreciation of highly educated medical staff. The demand for medical services in Poland is growing year by year, among others due to the increase in the percentage of older people in the demographics of our country and the outflow of medical staff. As a result, access to medical care funded by the deceased is increasingly limited, and patients' health awareness and expectations of healthcare providers are increasing. The project will be implemented in the grant formula. It will be addressed to all entities performing medical activities, having a contract with the NFZ for the provision of benefits under the OPZ. The beneficiary of the project will be the NFL. The grantees/recipients of the project will be entities performing medical activities such as POZ. The main objective of this project is to increase the availability of OPE services operating in less economically developed and rural areas and areas at risk of losing/limiting access to OPE, by providing appropriate support in securing these entities with the necessary equipment, including diagnostic equipment. The project primarily aims to provide support in the investment process for the development of POZ facilities. Support of a financial nature is directed at equipment necessary to increase the catalogue of medical services and construction works - in the scope of infrastructure necessary to carry out medical activities, the purpose of which will be to adapt and improve the functionality of rooms to expanded health services in the field of prevention, diagnosis and treatment at the level of the POZ, with the assumption that the works in question do not change the volume of the building and do not require additional permits/consents. Investment support for the OPZ may contribute to the opening of new facilities, especially in areas with lower population density and disadvantaged. The project will increase the accessibility and efficiency of the healthcare system and contribute to bridging regional disparities in access to health services. The result of the project will be an increase in the population's access to basic and specialized health services. The support offered will also better protect the health and well-being of citizens from environment-related risks and impacts. As a result of the project activities, the quality of health services provided will be improved and the resilience of the medical system will be strengthened. The support will concern the purchase of medical equipment and equipment supporting the process of providing health services and ICT equipment and software, in order to adapt entities to the provision of new health functions, in accordance with systematically introduced reforms, such as e.g. basic physiotherapeutic care, extended scope of diagnostics, coordinated care, dietetic care, health education. Additional support will cover construction works, thanks to which the rooms in the POZ will be adapted to the needs of purchased medical and ICT equipment or the rooms will be adapted to provide wider health tasks in the field of prevention, diagnosis and treatment. At least 2 000 POZ should be supported. The amount of the grant will depend on the annual number of people enrolled in the POZ. Four grant calls are planned.
