The aim of this project is to ensure the continuity of the operation of the Air Ambulance Service (LPR) by purchasing and installing a full flight simulator together with the construction of training facilities enabling the training of emergency medical personnel as part of the project planned to be implemented under the ESF+. The aim of the project is in line with the specific objective of the European Funds for Infrastructure, Culture and Environment Programme, which is to ensure access to healthcare and support the resilience of health systems. The LPR performs tasks, inter alia, in the field of training of medical personnel and non-medical professionals and training of aviation personnel or candidates for aviation personnel. The need for continuous improvement of qualifications results from changing legal regulations and from the development of the individual. The most important trainings are those for helicopter pilots, which can be performed both on helicopters as well as on a flight simulator. Such training is part of the periodic training of pilots. Training in simulators can be conducted in all weather conditions, while freely simulating them during the school session, in contrast to the randomness of conditions when flying by helicopter. In the simulator, each pilot can be checked in flight in the most extreme weather conditions and in extreme emergency situations, which is difficult and rarely achievable in helicopters, and additionally fraught with a huge increase in the risk of damage to the helicopter or leading to a catastrophe. Achieving the main objective of the project is possible through the achievement of specific objectives defined as follows: • adapting the LPR training infrastructure to the standards of existing rescue helicopters (in class EC135 P3), • improving the availability of helicopters for operational purposes, by reducing the number of training and examinations on helicopters in favour of greater use of the simulator. The project will include two investment activities: 1. Purchase of a helicopter FFS Level D flight simulation device along with the construction of a simulator hall with training facilities. The hall will include a set of necessary rooms and peripheral devices, in particular from: an electric power plant and an emergency power supply, a server room, a spare parts warehouse and with simulator technical supervision rooms, the construction of training facilities, equipped with lecture rooms, briefing rooms before the simulator session and rooms to discuss completed sessions, rooms for an external session instructor station and a hall for the foundation of the FFS device. The implementation of construction works is provided for in the design and build formula, so the costs of the action also include expenses related to the development of multi-specialist design and costing documentation. So far, LPR has prepared a functional and utility program for the investment, based on which it will be possible to announce a tender in the design and build formula (the General Contractor of the investment will be responsible for obtaining the necessary permits). The FFS Level D flight simulator planned for purchase will be able to simulate all factors that the crew may encounter during the flight. Level D stands for the world's highest standards for simulator automation and visualization. This device allows you to replace the entire helicopter cockpit with a cockpit of another variant or type of helicopter within a few hours, depending on your needs. 2. Purchase of IT equipment for the needs of the aviation training centre, in order to ensure the proper operation of both the simulator and the other training infrastructure created as part of the project, i.e. access points, multifunctional devices, switches and multimedia projectors. The project includes information and promotion activities, in particular the purchase of information and memorial boards.
