The object of the investment is to support the castle of Dewinów-Bibersteinów-Promnitzów, located on plot No 322/1 in Żary and entered in the provincial register of monuments under No K.O.Kons.I-98/50 of 10 March 1950. The building consists of an underground storey and 3 above-ground storeys, an attic and has a courtyard enclosed on three sides by arcaded cloisters. In addition, a tower is located in the south wing of the facility. Currently, the castle is excluded from use due to its degraded technical condition confirmed, among others, by technical expertise. A significant part of its elements is in poor or insufficient condition, and among them you can indicate, among others, cracked and scratched walls and ceilings, a small degree of preserved original detail and decoration, damp cellars, damaged roof truss, damaged and leaky window joinery and the destruction of the facade in the courtyard and tower. Due to its condition and period of construction, the facility also does not show adaptation to the needs of persons with disabilities. In view of the above, the project under Task 1 plans to carry out conservation and restoration works as well as construction works, which will cover the following scope: -construction and rescue work, -construction work to stabilize climatic conditions in the castle interiors, -replacement of window joinery, installation of door joinery, -execution of heat pump engine room, -execution of internal lighting of the facility, -distribution of installation in the building, -reconstruction of the castle courtyard, cloisters and gate neck, -assembly of the elevator and construction of a new staircase, -execution of sanitary facilities in the facility, -facade work on the castle tower and round staircase, -reconstruction of the castle facade, -reconstruction of the castle interiors with the basement. This task will be supplemented by works related to the development of the castle's surroundings (external lighting, plantings, water drinker with a tank). This work will be supervised by: investor's, archaeological, conservation and author's works, intended to be carried out as part of task no. 2. The scope of task 3 will be information and promotion activities, which as the only cost action will include the installation of 2 items of inf.-memorial boards at the facility, and the remaining will be marking with appropriate colors and signs of all project documents, placing information about the project on the website of the Applicant and the Facility Operator (House of Education, Knowledge and Science) and organizing a conference summarizing the achievements of the project. As part of task 4, it is planned to purchase equipment and equipment necessary to carry out cultural activities in the facility, including the implementation of cultural and educational offers during the project's durability period. Task No. 5 concerns conducting trainings for employees of the Silesian-Lużycki Borderland Museum in Żary as part of activities related to improving the competences of staff. A more detailed description of the scopes of the above-mentioned tasks is provided in Section D of the Tasks and in Chapter 3.5 of the Feasibility Study (Feasibility Study). In addition, the project plans to carry out educational activities raising environmental awareness of the public and related to cooperation with partners from other countries at no cost (under Task 6), the description and justification of which are provided in Chapters 4.22 and 4.24 of the SW, respectively. As a key stage of the project, the implementation of task No. 1 should be indicated, which will contribute to the restoration of the historical tissue of the facility and enable its availability to the public. The intended works and works will be carried out in the ‘build’ formula on the basis of the building permit No 174/2024 of 24 April 2024 held by the Applicant. In addition to obtaining this permit, other activities related to the formal preparation of the investment were also carried out, obtaining, inter alia, a permit from Lubuski Wojewódzki. Conservator of Monuments of 8 February 2024 (ref.: ZN.5142.67.2023).
