The subject of the project planned to be implemented by the Municipality of Mielec is the reconstruction and modernization of the building of the House of Culture in Mielec, which will allow the creation of appropriate infrastructural conditions conducive to active participation in culture and social life. The project will be implemented in partnership with the Local Government Cultural Centre in Mielec. The result of the project will be the creation of a modern cultural infrastructure that responds to the needs of modern recipients and provides users with comfortable and safe conditions for using the offer, inclusive and cultural education, also by eliminating barriers to access to culture for people with special needs. The project will be implemented under Area 1: Development of cultural infrastructure (historical and non-historical). As a result of the project, more than 80% of the cultural infrastructure space supported by the project will be used for cultural activities. The project envisages the implementation of the following activities: 1. Mandatory actions: a. Construction works, conservation works, restoration works on the building(s), b. Supervision of works/works, c. Information and promotion activities, 2. Non-compulsory actions: a. Work in the surroundings, b. Purchase of equipment or equipment, 3. Soft actions: a. Improving the competences of the beneficiary's staff, b. Educational activities raising the environmental awareness of the society, 4. Indirect costs The socio-economic conditions of the city and the public consultation made it possible to identify the following needs: 1) in terms of organizational and technical conditions of the available infrastructure (investment activities): – adapting the House of Culture building to the needs of persons with disabilities; – the refurbishment and use of unused spaces in the House of Culture for cultural activities; – adapting and equipping the rooms to the new cultural and educational offer; 2) in terms of accessibility, quality and diversity of cultural offer (social activities): – increasing the quality (new forms of implemented activities) and quantitatively the cultural offer, – changing the way of communication and promotion of the SCK offer, – training for dance, music, theatre and other cultural instructors. The aim of the project is to: creating a diverse and high-quality cultural offer in the House of Culture in the Municipality of Mielec. Specific objectives of the project: – Creating conditions for cultural activities; – Offer for a larger age group of residents; – Improving access to cultural infrastructure for people with special needs, including through digitalisation; – Increasing the qualifications of the staff of the Local Government Cultural Centre; – Integration and building of local identity of residents; – Cultural offer based on local cultural and historical heritage; – Increasing the attractiveness of monuments and preserving regional heritage. – Reducing the maintenance costs of the facility by increasing its energy efficiency; – Increased comfort and safety of use of the facility. The project fits in with the objectives of the European Funds for Infrastructure, Climate, Environment 2021-2027 programme and is in line with measure 7.1 Infrastructure for culture and cultural tourism and its specific objective Strengthening the role of culture and sustainable tourism in economic development, social inclusion and social innovation.
