Expansion of the Pomeranian Philharmonic in Bydgoszcz - stage I

The implementation of the project will lead to the development of the infrastructure of one of the most important cultural institutions for the region and the country, the Pomeranian Philharmonic in Bydgoszcz, while ensuring the protection of cultural heritage in order to strengthen its impact on the economic development of the region and social inclusion, also fitting into the green and digital transition. The subject of the project is the renovation and reconstruction of the historic building and the extension of the facility with a Chamber Hall. This is the first stage of the planned investment. In the next stages, it is planned to expand the facility with an ‘administrative’ section connected to the existing building with recreational and catering spaces, an underground car park and land development. 1. As part of the preparatory work: a. a feasibility study and annexes to the proposal have been developed; b. public consultations and demand analyses have been carried out. As part of the infrastructure activities, the following are planned: 2. Construction, conservation and restoration work: a. design and tender documentation has been developed; b. construction, conservation and restoration works are planned As part of the renovation, reconstruction and extension project, the Philharmonic building will undergo general renovation and reconstruction in the field of external facades and roofs and the interior of the building. Among other things, the reconstruction of the Large Concert Hall will be carried out while maintaining the existing character of the interior and maintaining the acoustic qualities of the concert hall. On the other hand, the Small Concert Hall will undergo a full reconstruction with the introduction of a new layout and character of the interior. Existing administrative rooms will be adapted to the ensemble's cloakrooms, instrument warehouses. It is also planned to expand the current facility with a Chamber Hall for 350 listeners. 3. It is planned to provide the necessary supervision: a. investor supervision; b. author's supervision. 4. It is planned to purchase equipment and equipment to carry out cultural and educational activities for the historic building and the expanded Chamber Hall in the scope of: - furniture, - accessories, - boxes for storing lighting and sound system, - organs, - computer equipment, - cleaning equipment - holographic screens for sticking to the glass, - fire extinguishers. Equipping the institution with modern technologies and equipment will ensure business continuity in the conditions of crisis or limited availability, among others by providing an online offer. 5. Soft measures are planned: - improving the competences of the staff - training; - activities related to cooperation with a foreign partner; - educational activities raising the environmental awareness of the society. 6. Promotional activities, among others: - installation of an information and promotion board; - promotion campaign on social media; preparation and broadcasting of promotions on radio and television; - outdoor information and promotion campaigns, at the airport in Szwederowo, at national roads, at railway and bus stations; - organisation of 2 press conferences; - organisation of a cultural event of a promotional nature at the end of the project with the participation of a partner from another country. - organization of the Open Days of the Pomeranian Philharmonic, - information and promotional materials (leaflets, newsletters, folders), - photographic and film documentation of the project. 7. Management of the project. The following activities are planned as part of the project: - project management, - settlement of co-financing, - legal services in the field of proceedings, - ongoing legal services, - technical coordinator, - remuneration of employees of the Pomeranian Philharmonic involved in the implementation of the project. The project will be implemented by contractors selected in tender procedures. Investor supervision in the substitute investor formula will ensure compliance of the works with the law. The applicant shall have the required formal decisions: conservation permits and building permits.
