Stary Młyn Cultural Centre – adaptation of the former mill building in Chełm for cultural activities

The main objective of the project is to strengthen the impact of culture on economic development, social inclusion and social innovation by expanding the cultural offer of the city of Chełm. The specific objectives of the project include: 1. Strengthen the role of local cultural institutions in economic development by creating new jobs and stimulating trade in local supply chains. 2. Eliminate barriers to access to cultural infrastructure and cultural content by applying universal design principles and standards for architectural, digital, information and promotion accessibility. 3. Developing cultural and educational offer based on social innovation, including through training of people active in the cultural sector. 4. Improve spatial governance by adopting a degraded and unused historic site for modern cultural infrastructure, taking into account environmental aspects. 5. Increase public participation in cultural life by making cultural-educational content more widely available and by raising interest in culture among broad sections of society. 6. Developing the digital society and the concept of digital art through the use of advanced audio-visual techniques in the presentation of artistic content, online transmission and sharing of digitised art collections. The project assumes a comprehensive revitalization of a degraded historic building, which after construction works will become a modern infrastructure intended for cultural activities, ensuring active participation in culture and social life of all social groups. The facility will have: - a multifunctional auditorium, enabling the implementation and exploitation of repertoire performances of the Chełm Land Theatre, performances of amateur art groups (dance, music, theatre and seniors' clubs), as well as the organization of cultural events using multimedia and audiovisual techniques; - an exhibition space with an interactive kiosk, projection system and sound system at the disposal of the Museum of the Chełm Land; - workshop rooms enabling the organization of theatre, music and art workshops, artistic education for all social groups, including children and young people, seniors and people with special needs. In addition to construction works (the applicant has a valid building permit) and the purchase of equipment and equipment, the project provides for the maintenance of old prints and objects from the ethnography department of the Museum of the Chelm Land, which will then be digitised, training for the staff of cultural institutions, educational activities raising the environmental awareness of the society and cooperation with a partner from Utena (Lithuania). As a result of the project, local and regional cultural institutions will be able to expand their offer and increase its quality and attractiveness, mainly through the use of digital audio and visual techniques and real-time online transmission. The applicant conducted a demand survey and developed an audience development plan to match the offer with the expectations of the audience. An important aspect of the project is to ensure accessibility for people with different types of disabilities – architectural accessibility and accessibility of cultural content and events. Information and publicity measures include: creation of a website, information/memorial boards, information stickers, press publications, radio spots, organisation of the opening weekend of the cultural centre, creation of a promotional film. Information about the project will also be posted on the applicant’s website and on social media (no-cost activities).
