The project includes the modernization of the historic Kaczkowski Palace in Krosno along with the expansion of the facility for the purpose of creating a new educational and cultural zone of the city. As a result of its implementation, a modern multifunctional complex will be created, enabling a number of activities to be carried out by various age and social groups. The historic building will be expanded with a new museum building connected with the palace by an underground link. According to the project’s assumptions, a ‘Glass Grotto’ will be created in the Kaczkowski Palace, i.e. an artistic café with a music scene, workshop, educational and conference rooms, scientific studios and a media library (audiovisual room, rental room, record room, gaming room/entertainment zone, animation room/robotics workshop/reading room). In the new building, specialist workshops (photography, scanning, digitisation and post-production, conservation), exhibition, multifunctional and conference rooms, collection and display warehouses and a handy library will be set up. Collection warehouses, designed at level -1 are adapted to serve as a shelter for military operations (construction and strength standards applied in accordance with building regulations). The form of construction used makes it possible to bring to Krosno and secure the most valuable works of art and museum collections from the region. In Podkarpackie voivodship, there is no facility that, in a situation of danger, would ensure the safety and protection of the region's cultural heritage. The project was planned to be implemented in the years 2025-2027 in Krosno - a city losing its socio-economic functions. The project is a partnership, involving the cooperation of two local government cultural institutions - the Museum of Crafts in Krosno and the Krosno Public Library. In addition to the investment part, the project includes activities conducive to improving the competences of staff and the quality and popularization of the cultural and educational offer of the applicant and the project partner. As part of the investment phase, conservation and restoration works of the historic part as well as construction works, investor supervision and information and promotion activities were taken into account. The envisaged scope of tasks includes the purchase of equipment and digitisation of archives and their online availability. In the non-investment part, it is planned to improve the competences of the staff of both partner institutions, educational activities raising the environmental awareness of the society and activities related to cooperation with partners from other countries. The development of the project was preceded by studies and consultations, the results of which were taken into account in its final form, i.e. in particular: studies identifying the social needs of the project, public consultations of the project, a plan for the development of the audience and consultations of the proposed solutions for adapting the results of the project for people with special needs, including persons with disabilities. The owner of the infrastructure covered by the project is the applicant, who at the same time holds the relevant authorisations and technical and financial documentation. The prepared documentation has been prepared taking into account compliance with construction law, conservation protection and environmental protection. The aim of the project is to create appropriate infrastructure conditions conducive to active participation in culture and social life. As a result of the investment, the only museum of this type in the region will be built, which will serve as an exhibition, scientific-research, educational-workshop and warehouse facility. The project will ensure the creation of a modern cultural infrastructure, responding to the needs of modern recipients, providing users with comfortable and safe conditions for using the offer, inclusive and cultural education, also by eliminating barriers to access to culture for people with special needs.
