Technical assistance of the European Funds for Infrastructure, Climate, Environment 2021-2027 Programme for the National Fund for Environmental Protection and Water Management for 2024

The aim of the project is to provide an effective system for the implementation of the European Funds for Infrastructure, Climate and Environment 2021-2027 programme. The need to implement the project stems from the role played by the NFOŚiGW as the Implementing Authority in the implementation system of FEnIKS 2021-2027. The aim of the project is also to maintain the necessary working conditions and the potential of the National Fund for Environmental Protection and Water Management as an Implementing Authority under the European Funds for Infrastructure, Climate, Environment 2021-2027 – Technical Assistance, as well as to ensure an efficient implementation system and effective and efficient information and promotion of this Programme. The project provides for the provision of the necessary human resources to efficiently perform tasks, guarantee the stability of employment and inhibit the rotation process, including by financing the salaries of employees involved in the implementation of FEnIKS together with derivatives financed by the employer (ZUS, Labour Fund, PPK), including: basic salaries, DWR, prizes provided for in the remuneration regulations, special prizes and other eligible remuneration components. The project will also cover the costs of business trips of domestic and foreign employees pursuing the objectives of the project. In order to improve the quality of human resources, training for employees of the National Fund for Environmental Protection and Water Management (NFOŚiGW) involved in FEnIKS will also be provided, which will result in effective implementation of the Programme. Training for beneficiaries will also be organised. In order to ensure the smooth implementation of the program, it is planned to build, develop and maintain IT systems, purchase computer hardware and software. Field inspections will be carried out. Information and publicity measures are also planned for beneficiaries and potential beneficiaries. The above-mentioned solutions and instruments for the implementation of the project are reasonable and adequate, and will be implemented within the available human resources constituting the applicant's potential. The project complies with the rules on the eligibility of expenditure and the implementation of technical assistance described in the Guidelines on the use of technical assistance measures for 2021-2027 and in the Guidelines on the eligibility of expenditure for 2021-2027 and in Annex 3 to the Rules for the selection of technical assistance projects under the European Funds for Infrastructure, Climate, Environment 2021 – 2027 programme, with the Guidelines on information and promotion of the European Funds for 2021-2027, the Communication Strategy of the European Funds for 2021-2027 together with the annex constituting the Communication Strategy of the FEnIKS programme and with horizontal principles. The project takes into account environmental and social aspects in the contracting process. Activities shall respect the principle of transparency and, where appropriate, promote the Pacts for Integrity. The method of implementation and the scope of the project will be consistent with the above-mentioned documents. The project meets the requirements of digital, green and accessible to all communication. The planned and implemented activities are carried out exclusively in the area of European Funds and highlight current EU strategies, highlighting the contribution of projects to their implementation.
