The beneficiary of the project is the Ministry of Culture and National Heritage, which plays the role of the Intermediate Body (IB) for the 7th priority Culture, European Funds for Infrastructure, Climate and Environment 2021-2027 in the system of implementing cohesion policy 2021-2027. The main objective of the project is to strengthen the IBs, aimed at ensuring the smooth implementation and use of funds under the 7th Culture priority, through support undertaken under the Technical Assistance action (i.e. Activities FENX.08.01 Technical assistance). The achievement of the above-defined objective will be ensured through support in three areas: 1. the capacity of the IB as an institution involved in the implementation of the Programme, i.e. responsible for the preparation, management, implementation, monitoring, information, evaluation and control of operations financed by the Programme; 2. the potential of the beneficiaries of the Programme for training and information activities for beneficiaries; 3. information and promotion as well as evaluation processes under the Programme. The planned scope of intervention of the project includes the following types of intervention foreseen in priority VIII of FEnIKS: Information and communication, Preparation, implementation, monitoring and control, Evaluation and research, Strengthening the capacity of Member State institutions, beneficiaries and relevant partners. The objective of the project will be achieved through the implementation of the project tasks (in accordance with the planned scope of intervention) and the necessary expenditure, respectively incurred under the individual tasks listed below: Activity 1 - Communication and visibility (financing of expenditure on the implementation of information and promotion measures); Task 2 - Remuneration of staff (financing of personnel expenditure of the IB involved in the implementation of the Programme); Task 3 - Expert support (financing of expenditure on the implementation of the contract for the provision of legal aid services for the implementation of the 7th priority "Culture" of the FEnIKS programme); Activity 4 – Control (financing of expenditure on checks at the end and sustainability of projects under Priority Axis VIII ‘Protection of cultural heritage and development of cultural resources’ of OP I&E 2014-2020); Activity 5 – Evaluation (financing of expenditure on the evaluation study on the selection criteria for projects under Priority VII of FEnIKS 2021-2027); Task 6 - Upskilling of staff (upskilling of staff involved in the IB, including through training and other forms of upskilling); Activity 7 - Training for beneficiaries and potential beneficiaries (organisation of training for applicants and beneficiaries of priority VII ‘Culture’ of FEnIKS 2021-2027); Task 8 - Indirect costs (financing expenditure on renting office space, purchase of equipment and equipment for workstations, services and supplies, missions and others as required). The above-mentioned audit, communication and visibility and evaluation tasks are in line with the following documents, as appropriate: – the ‘Sectoral Control Plan of the I&E OP for Priority Axis VIII of the I&E OP 2014-2020 for the accounting period 01.07.2023 – 30.06.2024’ and the ‘Sectoral Control Plan of the I&E OP for Priority Axis VIII of the I&E OP 2014-2020 for the accounting period 01.07.2024 – 30.06.2025’, – the ‘Annual Information and Promotion Action Plan’ for Priority VII of the FEnIKS for 2024, – the ‘Evaluation Plan of the FEnIKS Programme 2021-2027’. The above-mentioned tasks undertaken as part of the project are in accordance with: - the scope of priority VIII Technical Assistance Programme European Funds for Infrastructure, Climate, Environment 2021-2027; - Detailed Description of FEnIKS Priorities; - Regulations for the selection of FEnIKS technical assistance projects; - Guidelines on the use of technical assistance for 2021-2027; - Guidelines on the eligibility of expenditure for 2021-2027.
