Technical Assistance of the European Funds for Infrastructure, Climate, Environment 2021-2027 Programme for the MKiŚ for 2024

The aim of the project is to maintain the necessary working conditions and ensure an effective system of management and implementation of the Funds for Infrastructure, Climate, Environment 2021-2027 programme in 2024 in the Ministry of Science and Technology, as well as to ensure an efficient implementation system and effective and efficient information and promotion of this programme. The need to implement the project stems from the role of the Intermediate Body in the implementation system of FEnIKS 2021-2027. The project provides for the provision of the necessary human resources to efficiently perform tasks, guarantee the stability of employment and inhibit the rotation process, including by financing the salaries of employees involved in the implementation of FEnIKS in 2024 together with derivatives financed by the employer (ZUS, Labour Fund, PPK), including: basic salaries, DWR, traineeship allowances, step allowances, function allowances, task allowances, prizes provided for in the remuneration regulations, special prizes and other eligible remuneration components. In addition, it is envisaged to finance activity allowances for staff supporting the implementation of the project. With a view to improving the quality of human resources, training for MKiŚ employees involved in FEnIKS will also be provided, which will result in effective implementation of the Programme. It is also planned to finance the remuneration of external experts for the evaluation of grant applications submitted by potential beneficiaries of FEnIKS. In 2024, the MKiŚ will also implement information and promotion activities aimed at informing about FEnIKS and areas of support for target groups, as well as improving the qualifications of beneficiaries and potential beneficiaries through the organisation of trainings. In addition, in order to ensure the smooth implementation of the programme, costs will be incurred for services and supplies related to the functioning of the IP. The above-mentioned solutions and instruments for the implementation of the project are reasonable and adequate, and will be implemented within the available human resources constituting the applicant's potential. The project complies with the rules on eligibility of expenditure and implementation of technical assistance described in the Guidelines on the use of technical assistance measures for 2021-2027 and in the Guidelines on the eligibility of expenditure for 2021-2027. For the project, effective and proportionate anti-fraud measures and procedures are available and applied taking into account the risks identified in accordance with Article 74(1)(c)(d) of Regulation 2021/1060.
