The ‘Ballada’ cinema operated from IV.1958 to X.2018, enjoying great success and sympathy for 60 years. It met the huge demand of the inhabitants of the young city for attractive leisure time. The built-up area is adjacent to the oldest part of the city, which was built between 1938 and 1939.The Ballada Cinema is a very well-designed venue, providing the highest standards in terms of film projection and the creation of an urban community. In addition, the library adjacent to the cinema and the highly successful art studio form a cultural enclave in the city center. After the period of exploitation of the cinema by the ajenta, the building was taken over by the Municipality of St.Wola, entrusting MDK with cultural activities. Unfortunately, the rooms after the lease period by the ajenta are neglected, not renovated for many years. There is a huge need, articulated by residents, to restore the facility to the appropriate technical and aesthetic standards. The cultural role of Ballada cannot be underestimated, especially as a counter-proposal for commercial cinemas. By creating a competitive offer in the field of culture, art and finance, it promotes the democratization of the participation of the local community in cultural life and will increase the economic attractiveness of areas in the immediate vicinity and the entire city. This project of the Municipality of Stalowa Wola implemented in Partnership with the Municipal House of Culture in Stalowa Wola is a response to the defined problems and needs of both the Applicant, Partner, project recipients and other stakeholders from the environment. The main goal of the project is to increase the impact of culture and social participation in the cultural life of Stalowa Wola by modernizing and equipping the facility and implementing a new cultural offer. The object of the project is to carry out renovation and construction works, including installation works (ventilation, water and sewage system, electrics, fireplace), finishing works and permanent assembly, including adaptation elements dedicated to people with special needs in the "Ballada" Cinema building in Stalowa Wola. The project also includes the purchase of equipment and mobile equipment for cultural activities in renovated premises and newly made available spaces that have not been used for cultural purposes until now. An integral element of the project is the implementation of a new cultural and educational offer, the implementation of which will begin already during the project and after the completion of the substantive implementation of the project during its durability period. The project also includes activities based on cooperation with an entity from abroad and local entities, as well as training of the Partners' staff. The project assumes the implementation of educational activities - ecological workshops. During the entire duration of the project, the project will also be promoted in accordance with the provisions of the Manual of the applicant and beneficiary of European Funds for 2021-2027 in the field of information and promotion, including through the purchase of an information and promotion board and the organization of a Promotion Event. The draft will apply the Standards for Cohesion Policy 2021-2027, including information and promotion. According to the decision of the Starowolski Mayor, ref. AB-SW.670.38.2024.EAM of 25.09.2024. The investment in question does not require an obligation to notify or apply for a building permit. In addition, according to the notification of the President of Stalowa Wola, ref. OS.6220.24.2024-AD of 21 August 2024 for the investment in question it is not required to obtain a decision on the environmental conditions for the implementation of the project, nor is it required to carry out an environmental impact assessment procedure. Activities in the project do not have the character of restoration-conservation works. The project is scheduled to start on 01.10.2025.WN does not have signed contracts for the implementation of project activities as at the date of submitting the application for co-financing.
