Lifelong learning

The main goal of the project will be the acquisition of competences or qualifications by people from 15 years of age who want to improve their skills on their own initiative. It will be addressed to people living or working or learning within the meaning of the Civil Code in the Opolskie voivodship. The Opolskie Province/Opolskie Centre for Economic Development will launch a system enabling training support within the Development Services Database. Preferences in access to services will be given to disadvantaged people, educators and graduates of Voluntary Labor Corps. The project will be a response to the social and economic problems of the Opolskie Voivodship, such as: depopulation and lack of skilled workers, exacerbated by the negative socio-economic consequences of the COVID-19 pandemic and the conflict in Ukraine. The pandemic and economic situation forced many people to change their profession or move their activities to the virtual world. For many people, it became necessary to improve knowledge and qualifications in the field of ICT in a short time. Currently, knowledge, information are quickly becoming obsolete, new professions and areas of activity are emerging that require specialist knowledge. Education and training within the formal or non-formal system or through informal learning, including flexibilities (e.g. distance learning), inter alia in key competences, transferable competences and specialised hard skills, green competences, through the BUR. As part of the planned project using BUR, a demand system will be created, thanks to which residents of the Opole Voivodeship from the age of 15 will be able to apply for funding for trainings improving professional competences and qualifications. As part of the comprehensive support, the project will also include advisory services on the choice of direction and type of education in the context of the needs of the regional or local labour market, including, among others, mentoring, coaching, tutoring, supervision. It will also include cooperation and partnership between educational institutions and social partners, entrepreneurs, industrial cluster organisations, IBs, research and innovation institutions, as well as training/service providers to ensure better communication of labour market needs and promote work-based learning. Matching the competences and qualifications of the participants to the changes taking place on the regional labour market will make Opole region a strong region in the social dimension. One of the factors that will have a decisive impact on growth prospects is a good education and training system throughout life. Upskilling and acquiring new skills and qualifications in a fast-changing labour market is key to increasing population participation. The Opolskie Province/Opolskie Centre for Economic Development as the only entity in the region since 2014 has been implementing projects whose main objective is to support lifelong learning. Responding to regional challenges in the social area, i.e. depopulation and ageing of the population, the applicant carries out tasks on behalf of the Opolskie Regional Government in the field of vocational training of young people, improving the competences and qualifications of business owners and employees (both in the field of soft skills related to, for example, human resources management and professional qualifications), or educating people interested in acquiring new skills on their own initiative. The co-financing rate of a single development service will not exceed 85%. The maximum amount of funding for one person will be PLN 9,500.
