The main objective of the project "Regional Capacity Building Project PPO" is to implement comprehensive activities for conducting the process of entrepreneurial discovery and network cooperation in Podlaskie Voivodship. The applicant for the project is the Podlaskie Voivodeship. The project was included in the Programme Contract for the Podlaskie Voivodeship and Annex 3 to the FEdP 2021-2027 as a priority project of particular importance for the development of the region. Project activities are focused on networking, implementation of the idea of partnership and competence support for enterprises. The following tasks are planned in the project: 1. Meetings and improving competences in the field of RIS management, 2. Smart Specialization Observatories, 3. Improvement of Competence, 4. Study visits, 5. Research and Analysis, 6. Cooperation between science and business. The project will be implemented in a partnership formula. The Podlaskie Voivodeship, as the Project Leader, selected the Partners as a result of an open call, in accordance with the Act on the rules for the implementation of tasks financed from European funds in the 2021-2027 financial perspective of 28 April 2022 and by entrusting tasks to the Podlasie Ecosystem Fund Dolina Rolnicza 4.0 Sp. z o. o. (hereinafter referred to as PFE Dolina Rolnicza) and UMB. The partners of the project are entities whose activities are part of the core areas of regional smart specializations of the Podlaskie Voivodeship: PFE Agricultural Valley – agri-food industry, UMB – medical sector, Polish Advisory and Consulting Association (coordinator of the Polish Construction Cluster) – eco-innovation, Centre for the Promotion of Innovation and Development (coordinator of the Evoluma Cluster, former Metalworking Cluster) – metal and machinery industry. In addition, the ‘Technotalenty’ foundation became a partner for the promotion of science-business cooperation. A partnership agreement for the implementation of the project was concluded on 22 January 2024. The project leader and partners will carry out activities aimed at increasing trust between the entities of the innovation ecosystem (administration, business, science, IOB), creating conditions for the development of new technologies, exchanging knowledge and experience, including on an international scale, strengthening cooperation between enterprises and research organizations, and building competences for the development of research and development and innovation activities. The actions will be comprehensive, covering a bundle of all of the following activities: regular meetings of the RIS3 Group (in-person meetings, external meetings); establishment of IS leaders (partnership agreement, working meetings); actions to stimulate institutional cooperation between the actors of the innovation ecosystem (meetings to exchange experiences); participatory, animation and competence-enhancing activities (group training, individual training, training for PPO stakeholders); strengthening interregional and international cooperation (exchange of experience meetings, study visits, participation in international networks); analysis of challenges and monitoring of IS (research and analysis, reports, update of the RIS Plan), networking and promotion of science-business cooperation (Grant Fund, events promoting science-business cooperation). Among the recipients of project activities will be stakeholders of the entrepreneurial discovery process from the Podlaskie Voivodeship, primarily entrepreneurs, business environment institutions, universities, local government administration. Information and promotion activities will be implemented through, among others, organizing press conferences, posting information on social media, websites, direct contact, sending e-mails, cooperation with entities supporting entrepreneurship in the region. The applicant will take appropriate measures to promote the participation of EU funds and the FEdP in the financing of the project, taking into account the principles set out in the Guidelines.
