Digitisation Voucher

The ‘Digitalisation Voucher’ project aims to: "Strengthening the digitalisation of Podlasie micro, small and medium-sized enterprises in order to increase their market competitiveness". A simple and attractive support instrument is designed to encourage and motivate entrepreneurs to implement SME business projects aimed at developing and introducing a new product, service or developing and applying a new or improved operational process - through its digitisation. The objective of the project directly corresponds to the objective of Priority I of the European Funds for Podlaskie 2021-2027 Programme, i.e. ‘Developing and strengthening research capacities and the use of advanced technologies’ and specific objective (ii): "Reaping the benefits of digitalisation for citizens, businesses, research organisations and public institutions". The project is part of a comprehensive intervention in the area of innovation and focuses on supporting companies with internal barriers limiting the demand for and opportunities to carry out innovative activities in the area of digitalisation: mental and competency barriers resulting from a lack of technical and human resources, fear of economic risks, capital shortfalls, etc. One of the preferred target groups are entrepreneurs who have not yet received funding in the processes of increasing innovation, including in particular, they have not received support in the field of digitalisation. As a result of the grant project, innovations, technologies in the field of digital solutions, as well as knowledge from the area of cybersecurity will be transferred to micro, small and medium-sized enterprises in Podlasie. The project involves the creation and management of a grant fund. Grants will be used to co-finance SME grant projects implemented by Grantees with a total value of approx. PLN 8.8 million. to improve the competitiveness of SMEs in Podlasie. Co-financing will cover expenditure on the purchase of ready-made or ‘tailor-made’ software and services related to its implementation at the Grantee’s premises, aimed at implementing process or product innovation. In addition, as part of the grant project, entrepreneurs will be able to receive funding for the purchase of fixed assets necessary to carry out the planned digitalisation of enterprises and for improving the competences of employees and managers in the field of increasing digital security. Expenditure on the purchase of fixed assets will be able to constitute up to 20% of the value of eligible expenditure related to the purchase of software and its implementation. On the other hand, training expenses will be able to account for no more than 10% of the value of these eligible expenses. One entrepreneur will be able to receive a maximum of one grant of up to PLN 150,000, which will constitute no more than 85% (co-financing from 60% to 85%) of eligible expenses. Particularly preferred (additionally rewarded) will be entrepreneurs: not yet benefiting from EU support for digitalisation, whose projects will concern activities from the core specialisation of the RIS3 region, projects that will concern the introduction of process or product innovation and those that will include a training component in the area of cybersecurity. In material terms, the objective of the project will be achieved, inter alia, by achieving the assumed output and result indicators. In the drafted project documentation, the applicant indicated the mechanisms and organisational capacity of the institutions to ensure that the sustainability of the project results is maintained in accordance with Article 65 of the General Regulation. First of all, the project documentation contains provisions, including in particular in the grant agreement, as well as in the developed project procedures ensuring compliance with this obligation. This is guaranteed by the established mechanisms for securing grant agreements, as well as project control, including durability control, as well as the organisational stability of PFRR.
