Improving accessibility for Puńsk Commune residents - grant project

The project planned to be implemented by the Municipality of Puńsk aims to provide support to residents who need special assistance in adapting buildings and apartments to improve the conditions for their daily functioning. This project focuses on ensuring better accessibility for people in need of daily support, including people with disabilities, the elderly, the chronically ill, through a range of diverse activities that are tailored to the individual needs of applicants. Support will be provided to: • Persons in need of support in everyday life – persons who, due to their age, state of health or disability, require care or support due to the inability to independently perform at least one of the basic activities of everyday life • Persons with disabilities (Persons with disabilities) – persons with disabilities within the meaning of the Guidelines for the implementation of equality principles under EU funds for 2021-2027, i.e. persons with disabilities within the meaning of the Act of 27 August 1997 on vocational and social rehabilitation and employment of persons with disabilities (Journal of Laws No. Journal of Laws 2021, item 573, as amended), persons with mental disorders within the meaning of the Act of 19 August 1994 on the protection of mental health (Journal of Laws No. Journal of Laws 2022, item 2123). The project provides for the implementation of renovation and installation works, which include, among others, the installation of external and internal elevators, allowing easy access to the upper floors. Another important element is the construction of wheelchair ramps and the adaptation of entrances to buildings, which is intended to allow people with limited mobility to move freely. The project also assumes the creation of slipways that will provide access to buildings from the ground level, which is an important convenience for people with disabilities. Each of the residents, applying to participate in the project, individually determined their needs. The scope of work in individual premises (depending on the reported needs) will include: • renovation and installation works, • staircases, • external/internal lift, • construction of a driveway to the wheelchair building, • adaptation of the entrance to the building allowing freedom of movement for persons with disabilities, • ramp allowing access to the building from the ground level, • adaptation of sanitary and hygiene rooms and equipment (fixed elements), e.g. handles, handrails, • development of technical documentation, • intercom enabling contact with a person with disabilities and technically adapted for persons with disabilities, • expenditure on circularity solutions and climate change adaptation and mitigation – maximum 10% of the eligible costs. 24 residents of Puńsk commune expressed their willingness to take part in the grant project, who need support in everyday functioning. This project is a response to the needs of Puńsk Commune residents, striving to create a more accessible environment that enables persons with disabilities to fully and independently participate in social life. The eligible costs of the project include: On the Grantees' side: • costs related to improving the accessibility of housing, of which 75% will be co-financed by the EU, 15% by the Municipality of Puńsk, residents will have to bear 10% of their own contribution. On the part of the grantor: expenditure relating to investor supervision, (b) own contribution of 15% (c) expenditure on operating the grant project (indirect costs). VAT is an eligible cost in the project. The project will be implemented in the fourth quarter of 2024. – Q4 2026
