The project is dedicated to outpatient specialist care in the area of oncological care implemented by the Bialystok Skłodowska-Curie Oncology Centre. It is of a strategic nature, taking into account the health issues being addressed – cancer, demographic situation – an ageing society, the directions set for the public health system in Poland – the reversal of the pyramid of benefits and the shift of the burden of medical care from hospital treatment to AOS, as well as the role played by the Applicant – the only SOLO III centre within the National Oncology Network, acting as the Provincial Monitoring Centre. The decision to implement it was made on the basis of a multifaceted analysis of the socio-economic environment, taking into account, in particular, the issue of access to healthcare, epidemiological and demographic data. The main conclusions of the study are: • in 2019, 19.11% of the total value of the DALY index for the Podlaskie voivodship were cancers, and the epidemiological forecast for the region shows that the incidence, incidence and mortality of cancer will increase by 2028, • the Polish health system is characterized by an imbalance in the structure of benefits - treatment is excessively based on inpatient care instead of outpatient care. The rate of avoidable hospitalisation for chronic diseases in Poland is among the highest in Europe, • for AOS in Podlaskie voivodship in the years 2015-2019, the number of patients decreased in all age groups except for people aged 65+ – their number increased by 10.77% during this period, • the country observes a trend of rapid ageing of the population and a slower increase in healthy life expectancy than overall life • in 2019, the waiting time for admission to many specialist clinics in Podlaskie voivodship was the longest among all voivodships in the country. Urological clinics are mentioned here, and in many other specialties of clinics, where chronic civilization diseases are diagnosed, among others, Podlaskie is located in the first half of voivodships with the longest average waiting time for advice, e.g. cardiology, dermatology, • in 2019, Podlaskie voivodship was 1st in Poland in terms of the number of patients / resident (0.48) and 2nd in the country in terms of the number of advice / resident (2.43). The number of clinics, on the other hand, took the third lowest value in the country. Therefore, BCO considered it necessary to undertake a project aimed at increasing the availability and quality of AOS. The optimal range was selected, i.e. those specialties of the clinic that require the most urgent intervention taking into account the need to increase the effectiveness of the advice provided in them, as well as the specialty in which the BCO has not yet provided outpatient care, and which it considered necessary to launch: urological, dermatological, oncological and cardiological surgery. The necessary set of complementary tasks is planned, the implementation of which in this configuration and scope will allow to achieve the assumed goals / effects. The project includes: • purchase of modern medical equipment and apparatus for the needs of individual clinics, • reconstruction/expansion of the facility at the disposal of the BCO in order to adapt it to the needs of the new SPO area dedicated to the clinics covered by the project with the necessary accompanying rooms, • purchase of non-medical products, i.e. social, administrative and office equipment, etc. and IT equipment, necessary to obtain the desired functionalities of the direct rooms and accompanying clinics covered by the project. The most important effects of the project are the extension of the scope of AOS services, the scope of diagnostic tests and therapeutic procedures , the increase in the number of advices, the reduction of waiting time for advices, etc., which will clearly translate into an increase in the availability and quality of a wide spectrum of important AOS specialisations.
