The project is included in the ‘List of integrated projects of the Bialystok Functional Area under ITI with FEdP and FEPW – non-competitive selection’ under item 2 under CP5. This list, together with the ‘Strategy for the Development of the Białystok Functional Area until 2030’ (SR BOF 2030), received a positive opinion from the MFiPR regarding the compliance of the ITI Strategy with the Partnership Agreement and the possibility of financing projects from national programmes, and a positive opinion from the FEdP MA regarding the possibility of financing it under the FEdP programme. The project is an integrated project. The main goal of the project is to strengthen the institutional capacity, as well as relations and functional links of the BOF, through strategic planning and implementation of integrated actions to improve the quality of life of residents and sustainable territorial development of the BOF. The activities undertaken as part of the project, including the implementation of strategic sustainable development documents, the creation of network structures integrating the activities of various entities, operational preparation of municipalities and SBOF for the implementation of ITI and educational and information activities leading to a change in the ecological awareness of BOF residents will contribute to the broadly understood sustainable development of the BOF area. The project will consist of nine main tasks, consisting of specific actions: 1. Implementation and update of the SR BOF 2030 (involvement of field experts, ex-ante evaluation, strategic environmental assessment, involvement of the SBOF); 2. Preparation and implementation of other implementing documents for SR BOF 2030 (evaluation of SUMP BOF, implementation of the BOF Association's own activities resulting from SUMP BOF, preparation of implementing documents resulting from SR BOF 2030 - Municipal Revitalization Programs, BOF Social Services Deinstitutionalization Plan, involvement of SBOF); 3. Creation of network structures integrating the activities of various entities (organisation of the work of the advisory commission on the preparation and implementation of the SR BOF 2030, cooperation with the group of stakeholders from the BOF - workshops and public consultations, cooperation with the Municipal Functional Areas and other entities implementing territorial instruments in Poland, national and foreign study visits, organization of conferences, involvement of the SBOF); 4. Operational preparation for ITI implementation (creation and coordination of the work of working groups on the implementation of actions under the Strategy, development of expertise necessary for the preparation and implementation of integrated projects, involvement of the SBOF); 5. Establishment and operation of the BOF Beneficiary Academy (training and postgraduate studies, expert services for beneficiaries/potential beneficiaries and the Union's offices, purchase of equipment, involvement of the SBOF); 6. Setting up and running ecoHUB BOF (experimental classes in primary schools in the field of environmental protection, competitions for children and youth in BOF, involvement of SBOF); 7. Information and promotion activities in the BOF (reconstruction of the website, dissemination of information and good practices on social media, involvement of the SBOF); 8. Start work on the development of SR BOF 2030 plus (involvement of field experts, involvement of SBOF); 9. The substantive and institutional potential of the BOF Association to implement activities in the project (remuneration of substantive employees, remuneration of coordinators in the offices of cities and municipalities that are part of the ITI Association, use of the headquarters of the BZ SBOF for the project); Management of the project under indirect costs. Each component is designed in such a way that its scope and form contribute most effectively to the achievement of the project objectives. The applicant undertakes to pursue an active policy of disseminating information about the co-financing of the project from EU funds (in the case of granting a grant). Promotion of the project will be carried out in accordance with the provisions of the co-financing agreement.
