The project is dedicated to entrepreneurs, employers and their employees, including managers. The aim of the project is to support the adaptation of competences and qualifications of employees, including at least 4 220 employees of micro, small and medium-sized enterprises (including cooperatives and social enterprises), in order to increase the competitiveness of employers, including 704 micro, small and medium-sized enterprises (in accordance with Commission Regulation (EU) No 651/2014), including cooperatives and social enterprises, as well as large enterprises and entities other than enterprises, covered by development services. The result of the project will be the acquisition of qualifications (including green qualifications) or new competences by at least 6782 people participating in the project. The project will enable entrepreneurs and non-enterprise employers to benefit from the possibility of co-financing part of the costs incurred for the training of personnel, based on the assumptions of the Entity Financing System and using only the Development Services Database. The project assumes the settlement of costs of development services provided only by entities entered in the BUR. The aim of the Development Services Database is to provide the possibility of free choice of the entity with which the process of improving its competences is carried out and to provide the possibility of evaluating the development services provided, which is to allow for better adjustment of the services offered to the needs of their participants. The project will be implemented in the Podl. voivodship by the WUP in Białystok, with the project office located in Białystok. The target group will be employers, employees, including managers in micro, small and medium-sized enterprises, large enterprises and employees of employers who are not enterprises that have their headquarters, branch, delegation, branch or other legally permitted form of organization of the entity's activity in the Podl. Long-term care workers will be rewarded (actions aimed at long-term care workers will not be post-graduate training aimed at medical personnel in long-term care), workers from industries relevant to the region in accordance with RIS3 2027+ and Ukrainian citizens who found employment in Podlaskie Voivodship after leaving their homeland due to the outbreak of armed conflict in Ukraine. Preferences will be given to development services that lead to the acquisition of qualifications referred to in Article 2(8) of the Act of 22 December 2015 on the Integrated Qualifications System, registered in the Integrated Qualifications Register and having a qualification code assigned. The RLO will determine the maximum level of co-financing of a single development service for one project participant (employee) in the Participants' Selection Regulations, as well as verify the maximum level of co-financing of a single development service for one project participant (employee) and verify the maximum amount of co-financing of a single hour of development service in accordance with the rules set out in the Selection Regulations. The eligibility of expenditure will be verified in accordance with the provisions of the ‘Guidelines for the implementation of projects involving the European Social Fund Plus in regional programmes for 2021-2027’. In addition, the RLO undertakes to establish, at the request of the OWES, cooperation in order to enable PES to participate in the development services available in the BUR. The scope of this cooperation may be regulated by an agreement concluded between the OWES and the PSF operator, covering at least the exchange of information on the activities carried out.
