Integrated Program for Talent and Key Competence Development in BOF Kindergartens

The partnership project was prepared by the Association of the Białystok Functional Area (lead partner) and the Białystok Foundation for the Training of Personnel, the City of Białystok, the Municipality of Choroszcz, the Municipality of Czarna Białostocka, the Municipality of Dobrzyniewo Duże, the Municipality of Juchnowiec Kościelny, the Municipality of Łapy, the Municipality of Supraśl, the Municipality of Turośń Kościelna, the Municipality of Wasilków, the Municipality of Zabłudów, is a project included in the "List of integrated projects of the Białystok Functional Area as part of Integrated Territorial Investments from the European Funds for Podlaskie 2021-2027 and the European Funds for Eastern Poland 2021-2027 - a non-competitive selection, under item 6 under CT4. The project is complementary to projects implemented under the ITI BOF Strategy for 2014-2020 and a set of projects - identified under the Strategy for the Development of the Białystok Functional Area until 2030, entitled: "Pre-school infrastructure under BOF". The aim of the project is to improve the quality of pre-school education and adapt it to socio-economic changes by implementing a comprehensive project for the development of talents and key competences and inclusive education in 128 PLO from the BOF area, through the implementation of developmental and compensatory classes for 7,680 children and strengthening the professional competences of 350 pre-school teachers until 31.10.2028. Project support is directed to: children in pre-school education, including migrant and refugee children; parents and guardians of preschool children; n-li and management staff, supporting and organizing the teaching process, PLO for which the Leading Authority (OP) is a member of the BOF. The project pursues its objectives, is consistent and responds to the problems diagnosed in SR BOF 2030 and was prepared on the basis of Diagnosis (based on surveys carried out in the months VI-VIII 2024 and the PLO Directorate IDI from the BOF area, approved by the Leading Authorities). The project is a response to diagnosed problems related to: P1 - lack of functional assessment of children in the PLO aimed at systematic and widespread recognition of children's talents and predispositions in the context of key competences P2 - lack of counselling adapted to the predispositions of children and their talents, i.e. designing educational plans of children taking into account the strengths of key competences P3 - lack of classes in the PLO aimed at the development of key competences P4 - insufficient support for children requiring an individual approach in the area of special educational needs through inclusive education P5 - insufficient staff comps primarily in the area of recognition and development of key talents and competences and in the area of inclusive education through the implementation of: • 23 040h of children's developmental activities in the field of communication, cultural identity and tolerance (impact on P3) • 7 680h of children's developmental activities in the field of technological comps, STEAM and Economy 4.0 (P3) • 23 040h of children's developmental activities in the field of health and ecological comps (P3) • 7 680h of children's developmental activities in the field of entrepreneurial comps and the labour market in professional pre-orientation (P3) • functional assessment of 7 680 children in the field of talents and development needs of key pre-schoolers (P1) • educational counselling and talent development/compensation needs in the field of key competences for 7680 pre-schoolers and parents (P2) • support for PLO and staff in inclusive education covering 3 000 children, implementation of 38400h of specialist compensatory classes, equipping facilities under cross financing and studies and training of EW for staff (P4) • training support for 350 pre-school teachers (P5). Achieves Objective p.2; Objective op. 2.1; Activity line 2.1.3, 2.1.7 and Objective p.3.; Objective op.3.1; Action line 3.1.1 in SR BOF 2030.
