Digital development in the Commune of Solina

The subject of the project is the launch of public e-services for residents at a high level of maturity available from any place and at any time. The subject of the project will be able to be implemented through the implementation of such scope as: Modernization of domain systems, GIS systems and digitization of geodetic resources. As part of the project, the implementation of the e-water system, along with the provision of e-Public Services, will also be an extremely important element. Within the scope of the task, modernization of the method of conducting water consumption readings (from manual to automatic) and settlement of customers / residents of the Solina Commune will be carried out, streamlining administrative processes and increasing the efficiency and transparency of the Commune's activities. The applicant also envisages launching a System allowing employees of the Municipal Office to Remote Work when the need arises. The scope of the Project also includes the modernization of the outdated existing website, so that it is more accessible to recipients, adapting it to the latest WCAG 2.1 AA standards. Within the scope of the project, the Project Platform will be launched, which will centralize all e-services created within the project in one place, thanks to which residents will gain tools allowing for quick and efficient payment of: e.g.: water bills, without leaving home. Within the scope, it will also be necessary to modernize the IT infrastructure as a foundation for modernized IT systems. Problems and needs diagnosed among workers and citizens 1.Restricted access to services: Some public services are only available at certain times or places (for example, an application for permission to remove trees or shrubs), making it difficult for residents to use them. The introduction of e-services will allow access to them 24 hours a day, 7 days a week, from anywhere. Lack of transparency: Many administrative processes in the municipality are still based on traditional paper documents, making them difficult to monitor and control. Electronic public services will increase transparency by allowing citizens to monitor the progress and status of their affairs. 3.Outdated hardware and software infrastructure - it is necessary to modernize it to meet the objectives of the project. Objectives of the project: 1.Easy access to services: The implementation of the project platform will allow the integration of all tools and e-services in one place. 2.Increasing the efficiency of administration 3.Improving the service to citizens: Thanks to e-services, residents will get an improvement in the administration's activities, the document circulation path will be shortened. To a large extent, the Project Platform launched under the project will contribute to this. 4.Increase transparency: Electronic public services will enable residents to monitor their affairs, access information and make documents more easily accessible. 5.Monitoring the climate environment in the municipality will allow the collection, processing and sharing of information to the community associated with a given area. 6.Automation of many administrative processes, such as submission of applications, registration of documents or online payments. 7.Digitization and sharing of public sector data. The digitisation of resources will make it easier to manage them, find information and make it available to citizens online. Thanks to this, new services and applications can be created that use this data to better plan the development of the municipality and provide information to citizens. 8.Implementation of IT solutions (hardware and software) also supporting remote work in a secured form and allowing for the provision of e-services in a safe manner. 9.Improve cybersecurity for deployed tools and e-services by securing data and systems against attacks.
