The Municipality of Horyniec treats the e-Office project in Horyniec Zdrój as a continuation of another project: The ‘Digital Office, e-Services in the municipalities of Lubaczów County’, thanks to which the basic scope of e-Services was launched for the residents of the municipality in 2017. Good reception of the above-mentioned project and the COVID 19 pandemic (restrictions that it has shown) prompted the Municipality authorities to meet expectations and launch additional e-Services and activities in the municipality to improve the operation of the broadly understood Office. As part of the project, the applicant planned to create a modern electronic platform that will allow residents to access the electronic office (e-Services) remotely. As part of the preparation of the project, interviews were conducted among representatives of the communities to which e-Services would be addressed (miekszkanki/ńcy) and among indirect beneficiaries - employees of the Office (including a subsidiary - Komunalne Services - hereinafter UK) The most important problems that were diagnosed by both groups were: and needs diagnosed among employees and residents: • Poor work efficiency and queues to deal with some cases in the Office and the UK. Some of the digitally inaccessible matters to be handled require customers to visit the Office, which generates delays in handling. • Limited access to services and: Certain public services are desirable to be used within certain time limits. The limited number of ‘windows’ to operate makes it difficult for hybrids/nodes to use them and frustrates workers. • Lack of information about the status of the case - residents do not have the possibility to monitor the progress and statuses reported for dealing with cases. • Poorly organised operation of the EOD results in a lack of sufficient integration of domain-specific systems, making it difficult to deal with cases efficiently. The project assumes the fight against the above-mentioned problems by achieving the objectives in the form of: • Launch of new e-Services that will extend the scope of the Office's remote services. • Easier access to e-Services: thanks to the e-Services platform integrating all tools and e-Services in one place, • Increasing transparency in the course of dealing with the matter: by modernising the EOD and reducing red tape and red tape. • Improving the efficiency of service to residents/nec: Thanks to the launch of e-services, some of them will use this form of dealing with the matter. This will result in fewer people in queues. The modernisation of the EOD will reduce and streamline the circulation of applications in the Office. The result is to improve the functioning of the Office and enable more cases to be handled by the same team of people as before. • The applicant, as a spa municipality, is obliged to monitor the climate environment (and take care of the health aspect of the climate prevailing in the municipality of Horyniec Zdój). The project assumes increasing the efficiency and availability of climate data within the residents and visitors of the municipality. Assumptions of the project: The applicant must carry out a wide range of work to achieve the objectives. As part of the project, he established a broadly understood modernization of IT systems currently operating in the Office, which are associated with investments in IT infrastructure, which will enable them to be carried out. In addition, due to the transformation of the nature of the Office's operations (placement of great importance on Digital activities), the Applicant is forced to ensure high security standards in order to enable the handling of cases in a continuous and secure manner (e.g. by encrypting data, authorization through KWIE). In addition to the modernization of systems and the launch of new modules (necessary for the launch of e-Services), work related to the digitization of materials (scope described in Annex II) is also planned. In addition, it is assumed that new systems will be launched: Design platform and remote working system for Officials (necessary for the uninterrupted provision of e-Services).
