Modern public e-services and access to spatial data for residents of the Czarna Commune

The direct objective of the project is to digitalise the public services provided by the municipality of Czarna by: 1) computerization of internal processes in the Czarna Commune Office (hereinafter: UG), 2) digitization of spatial information resources, 3) launching new e-services, 4) strengthening the cybersecurity of the office. The objectives of the project are in line with the objective of measure FUPK.01.02 Digitisation,according to SZOP:Reaping the benefits of digitalisation for citizens and businesses, research organisations and public institutions,as the digitalisation of public services (hereinafter:UP) and PSI resources is a necessary condition for reaping its benefits. As part of the project, it is planned to launch e-services for residents and entrepreneurs with a high level of maturity (17 transaction services-4 level and 10 personalized services-5 level). This will be possible thanks to the activities planned in the project: implementation of new and modernization of existing systems in the UG (back-office) and modernization of network and equipment infrastructure to the extent necessary for the planned implementations (including the coverage of all municipal units located in separate buildings with a common teleinf network). The project assumes the integration of sys.inf. UG and the launch of a dedicated front-office solution for residents. It is assumed that maximum use will be made of solutions implemented at national level (e.g. ePUAP, National Node, Citizen, e-Delivery). It is planned to make digitized ISP resources available via API. It is planned to use applications for mobile devices, and all solutions available to residents will be available through responsive websites. The systems implemented under the project will meet the interoperability requirements and WCAG accessibility guidelines. The project is a response to the needs of the local community. Residents and entrepreneurs of the municipality of Czarna expect fast and effective handling of official matters (convenient moment of their handling, minimizing the time of standing in queues, filling in prints, unnecessary visits and financial outlays for commuting, office materials, printouts, accessibility - the existing bus communication does not provide the appropriate frequency and is aimed at district and voivodeship connections). With the exception of the general letter on ePUAP, UG does not make electronic UPs available. In order to improve the quality of UP services, UG employees need better inf. tools supporting internal procedures, tools enabling the handling of official matters electronically, therefore, it is necessary to supplement the teleinf infrastructure. UG and ensuring the safety of teleinf. Stakeholder problems related to the provision and use of UP:For residents:long time of dealing with matters, time-consuming and costs related to dealing with matters in the traditional form, poor time availability of UP for working people:-UG open from Mon to Fri in g:7:30-15:30, poor accessibility of UP for people with disabilities, inability to deal with most matters via the Internet. For UG employees: time-consuming to deal with matters in the traditional form (direct handling of customers, the need to enter the same data repeatedly, manual transfer between systems, searching for paper information resources, handling documents containing errors), lack of appropriate tools to support the performance of tasks (less work efficiency, risk of mistakes). For the UG leadership: high costs associated with handling cases in traditional form, lack of inf. tools enabling remote service of residents, low degree of integration of data sources and their interoperability in various forms (traditional and electronic), insufficient teleinf infrastructure. UG, lack of sufficient funds for the purchase and implementation of inf. solutions and modernization of basic hardware infrastructure. The implementation of the project co-financed from external funds will allow to solve the diagnosed problems by implementing appropriate IT solutions.
