Public e-services platform in Skołyszyn Commune

The project provides a comprehensive vision for the development of e-public administration in Skołyszyn by providing a range of advanced and functionally friendly e-services (does not duplicate e-services and public registers) that lead to the efficient use of information and communication technology. Within the framework of the main problem, there are a number of specific problems in different areas of administration: 1.Citizens: -low take-up of public e-services due to poor offer not adapted to current needs, -insufficient access to services in the most sensitive areas of everyday life (water and sewage economy) due to lack of offer in this area, -lack of conviction and sufficient information about available e-services. 2.Companies and other entities (ngo): -impeded access to information and administrative procedures due to offering it only in traditional form or in the form of low-level e-services, makes their use unprofitable, -dispersed e-services offered on various platforms, 3.Public bodies: -low level of ITization of local government units, -obsolete IT system, which often makes it difficult to deal with cases, which results in unnecessary extension of the time of dealing with cases and an increase in citizens' dissatisfaction, -lack of tools allowing for the actual use of implemented e-services. In the area of the information society, the biggest problem is insufficient access to local administration services, as well as the lack of an effective uniform IT system ensuring stable and efficient cooperation between individual units of the Municipality. The main objective is to develop the information society in Skołyszyn by providing residents and economic operators with modern and secure e-services of local administration. The objectives of the project are in line with the objective for action FEPK.01.02 Digitisation, as set out in SZOP – Reaping the benefits of digitalisation for citizens and businesses, research organisations and public institutions. The specific objectives of the project are: -improving the quality of life of residents through universal access to e-services, -improving IT security. The subject of the project and its scope include the implementation of the following tasks: Task 1. Public e-services platform, Task 2. E-Water Task 3. Cybersecurity Task 4. Digitization of GIS resources Task 5. Hardware platform Task 6. ICT Training Task 7. Application for funding and technical advice Task 8. A detailed description and justification is provided in Section IV of the TASKS. Promotion at every stage. The supported actions were assessed as complying with the ‘do no significant harm’ (DNSH) principle. The implementation will enable the integration of currently offered e-services, the introduction of new e-services to the Municipality's offer and the connection of the entire IT infrastructure and domain systems into one coherent organism allowing for effective handling of matters. However, this requires supplementing ICT and technological resources and applying more modern, comprehensive solutions. The project is a response to the needs of the local community in terms of access to modern services. These needs are mainly related to the possibility of ensuring faster, fuller and more efficient access to local public administration. The implementation of the needs created during the analysis of the environment is served by the launch of modern, digital, available at any place and at any time administration services. Through the extension of e-services it will be possible to: -access to more public resources, -increased scope of information made available in digital technology, -wider use of digital resources using modern ICT tools. The implementation of this project will largely contribute to increasing digital literacy and solving most of the existing problems.
