The aim of the project is to improve the quality of public administration conditions in the Dębica Commune by developing e-services and implementing new IT solutions for residents and employees by 31.12.2025. The specific objectives of the project are: 1) improving the service to citizens and entrepreneurs, through the implementation of 4 e-services with a high level of interoperability and a high degree of maturity (at least 4 level of maturity) based on a single platform, 2) increasing the reliability of the operation of IT systems related to the project, by purchasing the necessary hardware infrastructure to operate the e-service system, using modern technologies with high scalability. 3) ensuring the accessibility of services provided to citizens, entrepreneurs and public institutions by the Municipal Office of Dębica (UGD), also by means of a trusted ePUAP profile. 4) increasing the efficiency of services provided by public administration and reducing the burden on employees by purchasing a license to work remotely for employees. 5) ensuring the security and protection of data processed by the Municipality of Dębica (GD). 6) improvement of the conditions of functioning and intra-administrative communication of the Commune of Dębica and their subordinate units. 7) reducing the risk of digital exclusion in GD. 8) Increasing the level of environmental quality monitoring by implementing a system to monitor it, 9) increasing the level of computerization and the competitiveness of UGD. The material scope of the Project is implemented in the GD area. It includes the purchase of necessary services and equipment in order to increase the efficiency and availability of e-services for residents and entrepreneurs operating in the municipality: - 4 e-services at min. 4 level of maturity, - implementation of the system and environmental monitoring station - digitization of resources (UGD) - implementation of systems for remote work and back - office for UGD employees - modernization of IT infrastructure and network infrastructure, operating systems and virtualization, - implementation of the information portal - e-platform - services for residents - installation and configuration of software and IT hardware of domain and server systems. The project assumes the implementation of all types of projects covered by the competition FEPK.01.02.-IZ.00-001/23. The indicated solutions (e-services and systems) will be characterized by a high level of maturity, by sharing data with a significant potential for re-use by the GD authorities, improving access to ISPs. 1) Main stakeholders (GD residents and entrepreneurs): - matters concerning development plans, location of investments are still provided only in paper form - the need to deal with matters without the need to appear in person in the UG - increased costs of funds in connection with commuting to the UG and time spent on dealing with the matter - insufficient availability 2) secondary stakeholders (voivod, deputy, secretary, treasurer, employees of the UG, public entities) - low degree of integration of UGD IT systems, - insufficient access to solutions enabling direct provision of e-services (the so-called front-office), - deficiencies in back-office systems preventing fully IT-enabled handling of selected processes within the UG, - low degree of integration of data and data sources and their interoperability collected in various forms (traditional and electronic), - insufficient (in the context of the need to handle new processes / IT solutions) IT infrastructure of the UGD, - limited possibilities of self-government in terms of financial outlays for IT, - high costs of servicing residents (office mat., energy) - extended time of servicing residents (the need to enter multiple data, several meetings). The purchase of computer and network devices is necessary for the smooth and secure operation of the implemented IT systems and e-services.
