The main goal of the project is to improve and increase the availability of high-quality public services provided electronically by the Municipality of Mielec (GMM) along with increasing the level of security and interoperability of IT systems that make public information available. The objective of the project is in line with Priority FEPK.01 Competitive and digital economy under measure FEPK.01.02 Digitalisation. Duration of the project: 15.06.2023 to 31.12.2025 in the city of Mielec by GMM. The main objective will be achieved through the following SPECIFIC OBJECTIVES: 1. Increasing the level of e-services provided to residents of the Municipality of Mielec - increasing cooperation with the citizen (starting e-services) 2. Providing information on the condition and quality of air and weather conditions in places with high pedestrian density 3. Implementation of an IT solution to ensure efficient handling of documents 4. Modernization and purchase of network and computer infrastructure 5. Strengthening the security of data processed in information systems and usable computing devices 6. Increasing the availability of information and services made available by the City Hall in Mielec for persons with disabilities 7. Reducing the time of carrying out activities, settling matters and servicing customers. The project responds to the most important diagnosed problems and needs: 1. It is not possible to deal with some cases remotely without being physically present at the office 2. Lack of access to air status information for digitally excluded people 3. Narrow usability of the current EOD system due to technological limitations 4. Lack of solutions for eDelivery 5. Lack of integration mechanisms between domain-specific systems and document workflow 6. Non-compliance with WCAG 2.1 7. No conditions for remote work 8. Field systems not adapted to current trends in the information society 9. Growing number of cyber-attacks and low level of cybersecurity protection in GMM 11. Lack of adequate computer and network facilities 11. The ever-increasing amount of paper documentation created 12. The need to shorten the time of customer service, handling official matters and document circulation. The project includes the implementation of 4 tasks, including: Zad. 1. Technical consulting, preparation of the project concept and preparation of application documentation, Zad. 2. Contract engineer, Zad. 3. IT solutions for new or upgraded IT systems and e-services, Zad. 4. Verification and updating of the Information Security Management System (ISMS) together with the final audit. Contract Engineer (Zad. 2) will perform comprehensive supervision over the implementation of the project. The core of the investment is Zad. 3, which provides, inter alia, for the delivery and implementation of: two e-services, domain systems, Electronic Document Management system, e-BOK system, cybersecurity, system integration, digitization, creation of a portal/website, purchase of computer-network devices. Under the Zad. 4 it is planned to update the documentation and procedures of the ISMS, taking into account the newly created IT systems, completed with an appropriate audit. The implementation of the above-mentioned tasks results from the analysis carried out in the GMM and the resulting Project Implementation Concept. The envisaged actions will fully meet the requirements of the GMM to improve and increase the availability of high quality public services provided electronically by the GMM and to increase the level of security and interoperability of the IT systems that make public information available. The project activities are in line with the requirements of the rules of the competition. Contractors for the planned tasks will be selected in accordance with the Public Procurement Law.
