The applicant for the project to improve the efficiency of buildings owned by the Municipality of Cmolas, i.e. the gym at SP in Ostrowy Tuszowskie, Ostrowy Tuszowskie 100a KW Nr TB1K/00030903/2 and SP in Jagodnik, Jagodnik 93 KW Nr TB1K/00024437/9 will be the Municipality of Cmolas. These buildings are not historic. In accordance with the POP for the Podkarpackie zone, the update was adopted by a resolution of the Wojewódzki Sejmik. Podkarpackie No LXIX/1184/23 of 21 December 2023, the project is located in the municipality of Cmolas in the Podkarpackie zone, where emissivity occurred, for example: total B(a)P from the area of 74,8 kg, max. concentration B(a)P from the calculation of 3,3 ng/m3, concentration B(a)P from the measurement of 3,1 ng/m3. The project is not located in the municipality that joined the LIFE Podkarpackie project "Effective implementation of the POP for Wojewódzki. Podkarpackie, taking into account the problem of energy poverty: Podkarpackie – Live and Breathe’. The Gg tax revenue ratio in 2022 for the municipality of Cmolas was PLN 941.37. The genesis of the project is conditioned by the diagnosis of problems and shortages resulting from the energy performance of facilities and the implementation of pro-ecological activities related to mitigating climate change and striving to reduce dust emissions in order to maintain air purity. Overall, the problems identified are: lack of energy efficiency of buildings, non-ecological, inefficient and uneconomic heating system, lack of use of energy from renewable energy sources, dust and CO2 emissions, high maintenance costs of buildings resulting from the costs incurred for their heating, poor comfort of use of facilities. The scope of the project and educational activities undertaken within the framework of the impact of environmental factors, including the impact of air pollution, will have a positive impact on the health of the inhabitants of the commune and the Podkarpackie Voivodeship, thus fitting into the map of health needs. Continuous share in the number of deaths (approx. 8.5%) had respiratory diseases. In addition to the so-called individual health conditions, the risk factors influencing illnesses and deaths were external factors, mainly air pollution. Project on e.g. tasks: Zad. 1: Improving the energy efficiency of buildings Scope: installation of shading devices and cooling system in the summer season, heat source for heat pumps and gas boiler, installation of photovoltaic panels with a capacity of up to 20 kW, replacement of energy management systems in the form of room temperature control, mechanical ventilation with heat recovery, monitoring of energy consumption in real life, lighting for energy-saving, according to information in AE. Zad. 2: Indirect costs Promotion measures will be implemented in accordance with Articles 46-50 of Reg. No 2021/1060 and its annex. IX. Project value:1 999 876,99PLN, eligible costs1 975 276,99 PLN, own contribution: 419 655,40. PLN. The project included indirect costs amounting to 0.5% of the eligible costs of the project, i.e. EK will amount to PLN 2,610.89/m2 The objectives of the project are consistent with the aim of detail. FEP 2012-2027 ERDF/CF.CP2.I - Promoting energy efficiency and reducing greenhouse gas emissions and with the call for proposals FEPK.02.01-IZ.00-001/24. The main objective of the project is to: Improving the energy efficiency of public buildings in the municipality of Cmolas. Direct objectives: increase of energy efficiency of buildings for final energy by at least 30% in relation to the state before the project implementation, reduction of thermal energy consumption in buildings, improvement of thermal comfort of buildings, replacement of non-ecological, inefficient and non-economic heating systems, creation of renewable energy generation capabilities, reduction of CO emissions, reduction of building maintenance costs, increase of comfort of facility users, formation of ecological awareness, transfer of knowledge and promotion of ecological attitudes in the society. After the implementation of the project, the buildings will not be supplied by a heat source, the type and class of which are contrary to the provisions of the POP and the ‘anti-smog resolution’.
