Loans to improve EE in Podkarpackie Voivodeship

The subject of the Project, which will be implemented under Measure 2.2 of the FEP 2021-2027, is the establishment and management of the Trust Fund by the BGK on the terms and conditions set out in the Financing Agreement, including entrusting the Financing Partners with the establishment and management of the Specific Fund for the purpose of providing support to Final Recipients in the form of loans to promote energy efficiency (EE): EE Micro and Small Business Improvement Loans, EE Improvement Loans in the Residential and Public Buildings Sector, and Street Light Modernization. IF support for EE will cover at least 74 enterprises and 594 dwellings, as well as 9 926 m2 of public buildings. The aim of the project is to improve EE in the Podkarpackie micro and small enterprises (through energy recovery in the production process, energy modernization of buildings, including the installation of RES equipment), in the residential sector and public buildings (which can be supplemented by the installation of RES equipment and replacement / modernization of heat sources or connection to the heating / cooling network) and modernization of street lighting in the Podkarpackie Province, and consequently reduce air pollution and greenhouse gas emissions. For EE improvement investments, a minimum threshold of primary energy savings of not less than 30% (except for monuments) is assumed. The basis for the implementation of the EE investment will be an energy audit, which can be financed in the form of grants. The need for the implementation of the project, including the support of the indicated OO group, is confirmed by the report entitled: "Development of a methodology for estimating financial needs and the financial gap in the areas of development policy together with the first estimate", IPOPEMA, Warsaw, June 2020, the result of the ex-ante evaluation of financial institutions implemented in the FEP 2021-2027 as well as the results of the evaluation study report entitled: ‘Assessment of the impact of the 2014-2020 ROP on energy efficiency and emissions’. According to the report, despite the significant scale of investments carried out in recent years, supported, among others, by EU funds, the needs of the region have not been fully met (in particular in terms of improving air quality). The project responds to the indicated needs, and the planned effects are consistent with the strategic documents and will contribute to the achievement of the objectives of the FEP, in this case rational use of energy and will lead to a reduction in the energy intensity of the region's economy, as well as to a reduction in air pollution. The project will be implemented in an intermediate model, in accordance with Art. Article 3(c) of the General Regulation. BGK will act as the Entity Implementing the Trust Fund and will select PF. PF will provide support in the Podkarpackie Voivodeship. The project will be implemented on the basis of the provisions of the FEP programme, SZOP, ex-ante evaluation and the Investment Strategy.
