Purchase of a rescue and firefighting car for OSP Ropczyce

The ‘Zalewowy’ nature of the area of the Commune of Ropczyce (GR), and in particular its sensitive location along the Wielopolki River, causes systematic, seasonal and sudden flooding of the river in this area. Such a state of affairs affects the occurrence of frequent floods and floods threatening the local community living there. An invaluable impact on minimizing the occurrence of negative effects of floods and floods on the life, health and property of the inhabitants of this area are precisely the activities of Volunteer Fire Brigade units in the GR, of which there are currently 12. A real test for the rescue operations of these units so far was a wave of several floods from 2009, 2010, where GR was one of the most affected by them, both in terms of public infrastructure and losses in the property of residents. The intensity of these events and interventions has essentially affected the use of the equipment in the unit’s possession, and there is therefore an urgent need to replenish and modernise it so that the units can continue to operate at a high level. The local economic sector can be characterised as an industrial one, which is manifested in the operation of metal, machinery, refractory materials and agro-food processing plants in GR, employing several thousand people, using dangerous materials in technological processes, in quantities causing the risk of a serious industrial accident. The task of the State Fire Service and TSO units is to ensure safety and fire protection, as well as to prevent major industrial accidents for enterprises operating on the territory of the GR. From the data of the PSP PPS in Ropczyce, it appears that TSO units particularly belonging to the KSRG could more often participate in various types of rescue and firefighting operations or carry out simple actions on their own - where there is no need to involve greater potential of specialized equipment. The advantage of these units is that they operate on their own territory and have its good recognition, and that they can take on the first several minutes of conducting the action until the additional forces and resources necessary to complete it are regrouped. Unfortunately, a big problem of these units is the unsatisfactory technical condition of the rescue equipment, deepening and accumulating the scale of the dangers occurring. Despite well-trained firefighters who systematically improve their skills and qualifications, the lack of appropriate equipment and communication and alarm equipment does not always allow for fully effective and quick performance of tasks or cooperation in their performance, which has a measurable impact on the scale of potential damage in an emergency. The implementation of the project consisting in the purchase of a medium rescue and firefighting car for TSO Ropczyce results from the need to adapt the TSO unit to the applicable standards in rescue by purchasing appropriate equipment necessary to carry out emergency operations and aimed at reducing the effects of natural disasters. This will directly translate into an increase in the effectiveness of rescue operations and the effectiveness of the actions applied, and as a consequence, the safety of the residents of the ropczycko-sędziszów county will be improved. The main objective of the project is to increase the effectiveness of counteracting the effects of natural disasters. Its implementation will contribute to improving and increasing the safety of residents and their property, ensure a quick and efficient response, and increase the potential of TSOs. Modern equipment will allow the TSO unit to reach victims of accidents (car accidents, fires, floods) or disasters faster, thanks to which the effects of the resulting threats will be minimized in a short time. The project will be implemented by GR in partnership with TSO Ropczyce on the basis of a partnership agreement of 12.09.2023.
