Improving the efficiency of the rescue system in the Radomyśl Wielki Commune by purchasing a heavy rescue and firefighting car

As part of the partnership project, it is planned to purchase a heavy rescue and firefighting car with standard equipment, on a ground chassis with a minimum engine power of 370 hp, with an automated gearbox, with a 4x4 drive, and a maximum vehicle height of up to 320 cm (the height of the vehicle depends on the height of the garage door, which is 324 cm). The car will have a water tank with a capacity of 5-6 thousand liters made of composite materials, as well as a tank for foaming agent with a capacity of 10% of the water tank. The vehicle will be equipped with a fast attack line with a length of min. 60 meters and a dual-range autopump with a capacity of min. 2400 l / min (8 bar). A detailed description can be found in the Annex Supply Specifications. The commune of Radomyśl Wielki occupies an area of the area of Wielkopolskie Voivodship. 160 km2 It is inhabited by more than 14,000 people. On its territory there are large forest complexes (1/4 of the communes are forests) and meadows, where fires occur every year. The Zgórsko and Jamnica rivers flow through the commune, which in the case of naval and long-lasting rains pose a flood risk. The commune is crossed by provincial road No. 984 (access to the A4 motorway). According to 2022 data, between Radomyśl Wlk. and Wadowice Grn. about 12400 vehicles were driven daily. The volume of vehicle traffic on this route is one of the largest in Podkarpacie and collisions and accidents very often occur here. In all such random events, firefighters – rescuers from the Radomyśl Wlk TSO – are in a hurry to help. The unit has been operating under the National Rescue and Firefighting System since 1997. For many years, it has recorded the largest number of trips to the action from all TSO units in the Mielec district. In addition, the unit was sent several times to secure the Mielec area in the area of operation JRG1 in Mielec. In addition to the speed of entry into the action, the equipment, technical condition of vehicles and the state of training play an essential role in rescue. OSP Radomyśl Wlk. has properly trained rescuers. Unfortunately, recently, more and more often there is a failure of a heavy rescue and firefighting car of the Jelcz brand from 1997, which is already a very worn-out car (there are several times a year it is in repairs). This problem will be exacerbated in the course of further exploitation. This situation is a problem because it prevents the extinguishing of dangerous fires in hard-to-reach places (forests, meadows), preventing floods and removing the effects of natural disasters, removing ecological hazards, technical and chemical disasters. On the basis of threat indicators and travel time to events, the Radomyśl Wlk. TSO unit has been designated to carry out basic water rescue, technical rescue, search and rescue, which it performs exemplary. This is confirmed by ongoing inspections of operational readiness, as well as analyses of rescue and firefighting operations. As a rule, this unit is the first rescue service to reach the scenes in the municipality and take the necessary actions until the arrival of the professional services. It then provides support to professional firefighters and paramedics. With full commitment, he participates in activities aimed at minimizing the effects of events threatening the lives and health of residents and saving their property. Due to the frequent participation in rescue and firefighting operations and the efficient operation of the TSO, it is necessary to equip the unit with a heavy rescue and firefighting vehicle. The project aims to support climate change adaptation and disaster risk prevention, as well as resilience taking into account an ecosystem-based approach. The immediate objectives of the project are to enable rescue operations in the event of fires, the removal of the effects of natural disturbances or major chemical and ecological accidents; increasing the quality of assistance provided by TSOs to residents/noms, optimising the work of firefighters and bridesmaids.
