The main problem is insufficient protection of the inhabitants of the Skołyszyn municipality in terms of taking rescue actions in connection with the occurrence of threats related to natural disasters, ecological disasters and transport disasters. The consequences are: low level of safety, unsatisfactory living conditions of residents, low safety of management, low competitiveness of the Municipality. TSO units have insufficient equipment used for rescue operations, i.e. poor technical condition of parts of rescue equipment, outdated, worn-out rescue and firefighting vehicles, insufficient amount of modern rescue equipment. The project provides for the purchase of modern vehicles and equipment for conducting rescue operations and removing catastrophic phenomena or serious chemical accidents and is addressed to TSO units from the municipality, entered in the CRSG. There are 4 TSOs in the CRSG operating in the municipality and all of them have been supported under this project, i.e. TSO Pusta Wola, TSO Skołyszyn, TSO Święcany, TSO Harklowa. They participate in many rescue and firefighting operations every year. As part of the project, the following tasks are planned: -purchase of 2 light vehicles (for TSO Święcany and TSO Pusta Wola), -purchase of two quads (specialized vehicles with a rescue platform) and equipment (for TSO Harklowa and TSO Skołyszyn). They will be adapted as specialized cars for rescue operations. The design of the tasks will take into account the needs of all social groups, including the elderly and people with disabilities. The area of the municipality is characterized by a specific geological and hydrogeological structure and climatic conditions and the negative effects of climate change are felt, i.e. heat waves, fires, violent rains (storms), which cause flooding and flooding. Recently, there have been strong winds, which cause breaking trees and breaking power lines. Municipal areas are mountainous areas, wooded areas (with little developed road infrastructure) make it difficult for rescue services to reach them on time. Residents often have to fight the consequences of disasters on their own, especially floods, because the rescue and firefighting equipment that is equipped with OPS units is heavily used and not fully suitable for a given aid. There are cases when the equipment fails during rescue operations. The project will contribute to reducing and minimizing the extent of these phenomena, which will mainly depend on the adequate equipment of the TSO's data rescue and firefighting system and will allow for their faster disposal by the District Headquarters, thereby shortening the time of mobilization to action and enabling better cooperation during rescue operations between units within the supported area and in neighboring municipalities (Szerzyny, Biecz). The aim of the project will be to counteract and minimize the risks caused by natural factors by retrofitting units responsible for undertaking rescue actions and removing the effects of catastrophic phenomena or serious chemical and ecological accidents (i.e. TSOs entered in the CRSG). Activities will be undertaken in the field of securing property and safety of the population benefiting from disaster protection measures for 12 267 people. The implementation of this action will decisively contribute to better crisis management, which will translate into less material damage to the target project and strengthen the scope of protection against climate-related crises. The dimension of support is of social and environmental importance. It will provide the possibility of faster response of emergency services, translate into better risk management, recognition of the event and counteracting the effects of natural disasters. The implementation of the project will have long-term socio-economic effects.
