The municipality of Przecław is located in the north-western part of the Podkarpackie Voivodeship, in the Mielec County. It covers an area of 134 km2. It consists of the city of Przecław and 10 villages. As at 31 December 2022, the population of the commune was 11 998 people (data according to the Ministry of Agriculture and Rural Development). In the municipality of Przecław, as in the whole country, the negative effects of climate change are increasingly being felt, such as floods, droughts, heat waves, violent storms, extensive fires. In order to support adaptation to climate change and prevent the consequences of natural disasters and catastrophes, the municipality has planned, together with the Voluntary Fire Service in Przecław, the purchase of a medium-sized rescue and firefighting car. OSP Przecław is a fire brigade unit operating in the commune since 1879, incorporated in 1995 into the national rescue and firefighting system. In 2022, the guards recorded 41 rescue operations. This is the largest number of trips in the municipality. Its technical potential is only 2 rescue and firefighting vehicles, one of which was manufactured in 1985 and often breaks down. As a result of the changing climate, the frequency and severity of drought phenomena increases, as well as their duration, and thus the number of fires increases significantly. Fire protection is therefore very important in adapting to climate change. In 2022, fires were ranked 2nd in terms of the number of trips by the TSO Przecław. In the eastern part of the commune there are the largest forest complexes, belonging to the Sandomierz Forest District. According to GUS data, the area of forests in the Commune of Przecław amounts to 5 541.51 ha, which gives forest cover at the level of 41.3%. The forestry rate of the municipality is higher than the national average, which is 29.5%. In the municipality of Przecław, which is an agricultural area, there are also many objects posing a fire risk. In the villages there are a large number of wooden buildings. According to the information provided in the SMSR, in the area of the Municipality, there is also a risk of agricultural drought causing soil drying, reduction or complete destruction of plant crops, as well as an increased likelihood of fires. There is an increased likelihood of flash floods caused by violent weather phenomena. According to the data of the State Hydrological Service, in the central part of the commune there are areas at risk of flooding and flooding. Climate change also has an impact on major-accident hazards. Extreme atmospheric phenomena may increase the risk of accidents and breakdowns during the transport of dangerous substances by road and rail. Liquid fuels are transported on practically all roads where there are liquid fuel stations (there are two fuel stations in the commune). The newly purchased firefighting and rescue vehicle will allow for effective and reliable rescue operations and quick access to the scene of the event. The project will be a partner project of the Commune of Przecław and the Volunteer Fire Brigade in Przecław. The commune of Przecław as a leading partner will purchase a rescue and firefighting car. The fire engine and equipment, in addition to rescue operations, will be used for educational activities, which will be the task of the TSO Przecław as a partner in the project. By conducting educational actions, the TSO will familiarize residents with the tasks of the fire brigade and correct behavior aimed at preventing fire hazards. The main objective of the project will be to prevent the effects of natural hazards and accidents caused by climate change and to improve the safety of residents of the Przecław commune. This objective is part of the specific objective of measure FEPK.02.05 Adaptation to climate change.
