The project includes a task related to the retrofitting of the TSO unit in Dynów, ul. School 7 in firefighting equipment and rolling stock, which in the Development Strategy of the Municipality of Dynów until 2026 is one of the directions of activities aimed at improving the state of safety in the city. The subject of the project is the purchase of a medium rescue and firefighting car with equipment for conducting rescue operations and removing the consequences of disasters or major accidents for the TSO unit in Dynów, ul. School of 7. The OSPw Dynowie unit (Project Partner) was included in the National Rescue and Fire Extinguishing System by Decision No 33/4/KSRG of the Commander-in-Chief of the State Fire Service of 2 April 1995. According to Annex 14 to the application, a significant barrier to the development of the safety system in the Municipality of Dynów is poor equipment, especially in the rescue and firefighting cars of the TSO in Dynów (Mercedes Atego rescue and firefighting car from 2010, Honker /ZN/- special car from 2004, OPEL /MOVANO - car from 2019 and Star 244 - rescue and firefighting car from 1979). The current state of equipping the unit with operational means of transport achieved through many years of efforts and obtaining funds from many sources does not sufficiently cover the actual demand resulting from the implementation of the tasks imposed by the regulations. In addition, the area of the municipality is characterized by unfavourable terrain conditions, steep and winding driveways, difficult to access areas, which limits access to rescue and firefighting cars without off-road propulsion. The average equipment age of the partner TSO unit is 20 years. The intensity of use and the use of vehicles in extreme conditions, with a very high risk, causes that their consumption is much higher than under normal conditions of use. Therefore, a significant amount of equipment is consumed much faster, without reaching the assumed operating periods. As a result of the insufficient number of newly purchased vehicles, there is no full replacement of vehicles intended for withdrawal. This reduces the efficiency of vehicles and increases the expenditure of funds for their further maintenance in technical efficiency and combat readiness. Poorly equipped with modern rescue and firefighting vehicles of the TSO unit in Dynów, responsible for undertaking rescue actions in the event of fires, natural disasters, technical, chemical and ecological accidents and catastrophes, reduces the broadly ruminated level of safety, i.e. the safety of the commune residents and visitors as well as safety in terms of management conditions. As a result, the competitiveness of the commune is reduced and the living conditions of the inhabitants are not satisfactory. Insufficient protection of the residents of the Commune in terms of taking rescue actions in situations of threats related to natural disasters and ecological and communication disasters is a current problem, which results from: significant risk of natural disasters and environmental and communication disasters, poor equipment of the TSO unit in the Municipality, outdated and worn-out rescue and firefighting vehicles (Star 244 car from 1979). This situation results in: low level of safety in terms of natural and technological hazards, unsatisfactory living conditions of residents, low safety of management, low competitiveness of the Municipality. Meeting the needs of local communities in terms of improving the rescue system, civil protection and the sense of security among citizens, which, based on modernized technical rescue and firefighting facilities, will increase the effectiveness of response to existing threats, was considered crucial and strongly dependent on the implementation of the proposed project. The aim of the project is to improve the state of preparation of the Municipality of Dynów to take rescue actions in situations of threats resulting from climate change and technical and communication disasters.
