The project entitled "Improving the safety of residents of the Lubaczów Commune through the purchase of a rescue and firefighting car for the TSO in Basznia Dolna" includes the purchase of a new heavy rescue and firefighting vehicle for the Voluntary Fire Brigade unit in Basznia Dolna - a project partner selected in accordance with the Act on the principles of implementation of tasks financed from European funds in the financial perspective 2021-2027. A vehicle with a certificate of product approval for use in fire protection units. The vehicle will be equipped with, among others, a diesel engine, a water tank and foaming agent along with the necessary equipment. The aim of the project is to increase the safety of residents of the Lubaczów Commune by equipping a volunteer fire brigade unit with new equipment. This purchase will increase the operational capabilities of the unit in rescue and firefighting operations caused by threats caused by random events and resulting from climate change. Specific objectives: -reducing the effects of natural hazards and major catastrophes and accidents in the Lubaczów Commune and Lubaczów poviat; -increase in the quality and speed of rescue operations and removal of the consequences of disasters or major accidents in the Lubaczów Commune and Lubaczów County; -reduce the operating costs of cars by eliminating failures and stopping continuous repairs; -increasing the technical capacity of the Lower Basin TSO unit; -increasing the number of missions of the above-mentioned unit during the year; -enabling the services to travel efficiently to the scene of the incident; -improving the technical condition of the rolling stock of the TSO unit; -encouraging residents to join the voluntary service in the TSO; -improving the safety of the population of the commune living near economic entities exposed to industrial accidents (including a natural gas mine and a sulphur mine are located in the commune). The analysis of the TSO's rescue and firefighting equipment in the Lower Basin, including primarily a heavy rescue and firefighting car, the date of its production (1983) and exploitation, as well as the analysis of needs carried out in the Lubaczów Commune, allowed to identify the problems of this area, which were considered to be: low efficiency and use of a heavy fire truck equipped with a unit; - high operating costs resulting from more frequent repairs and overhauls; - technical limitations in the implementation of rescue and firefighting operations; - difficulties related to the quick access of the rescue and firefighting section to the place of the incident; - limiting the development of the entity; low level of safety of firefighters during rescue operations; - the inability to purchase a new car from own funds, which are too large, one-off financial burden for both the Applicant and the Partner; The heavy rescue and firefighting car currently at the disposal of the TSO in Basznia Dolna is the only heavy car that is equipped with TSO units from the Lubaczów Commune. Its technical condition does not allow for an efficient rescue operation with his participation. Due to its age (prod.1983), significant operation and numerous repairs, its condition is not satisfactory, which is the reason for low efficiency and often unreliability during actions requiring immediate use of equipment. These inconveniences, resulting from the described current state of affairs, mean that the needs of both firefighters and residents of the municipality, entrepreneurs and residents of the Lubaczów district, in which the TSO operates, are not optimally met. This project is reflected in the problems identified and the condition of the equipment of the TSO Basznia Dolna in the Lubaczów Commune. The problems concern both the entire commune and the county, as well as institutions, non-governmental organizations, residents and entrepreneurs operating in this area. The local government unit that directly supervises and supports the TSO Basznia Dolna is the Municipality of Lubaczów.
