The project includes a task related to the construction, expansion and reconstruction of basic water supply infrastructure, which in the planning documents of the Municipality of Dynów are one of the indicated directions of activities aimed at improving, among others, living conditions. The investment will be carried out in the municipality covered by the ‘Błękitny San’ strategic area, as well as in areas at high risk of drought (total risk of agricultural, hydrological and hydrogeological drought). The subject of the proposed project is the construction of a water supply network in Dynów, at ul. Błonie, Działowa, ul. Stawiska and ul. Blawatkowa with a total length of 3,916 km (and 300 m of connections) as well as the extension and reconstruction of the SUW at ul. School of 11A. The implementation of the investment will allow another 25 residents of the municipality to access the mains water and will provide 2,691 residents already using the water supply network with water of even higher quality and efficiency than before (thanks to the extension and reconstruction of the SUW). Access to drinking water is one of the basic social needs of man and determines the basic conditions of economic activity. Currently, still 55.4% of Dynów residents do not use the water supply network, but use their own shots characterized by variable seasonal efficiency and lack of protection zones, as well as low physico-chemical and bacteriological parameters. In the area of the Municipality of Dynów, a method of waste water management in accordance with national and EU regulations is ensured, i.e. sewage systems for buildings are connected to the sanitary sewage system – 1 284 buildings and to tanks (70 units), referred to in Chapter 7 of the Regulation of the Minister for Infrastructure of 12 April 2002 on the technical conditions to be met by buildings and their location. The incomplete availability of water from the water supply network in the Municipality of Dynów results in diseases associated with the use of water with an unfavourable physico-chemical and bacteriological composition, an increase in the costs of doing business, a decrease in the competitiveness and socio-economic attractiveness of the municipality, and consequently the entire Podkarpacie region, and a deterioration in the quality of life of the inhabitants of the municipality. Shortages in water supply and unknown water quality are the main problems that are the subject of vigorous action by the municipal authorities, hence the proposed project, which is a key investment for the further development of the municipality, in particular for improving the quality of life in the area and further development of tourism. It is closely linked to the objectives of sustainable development: meeting the water needs of the population, agriculture and industry, promoting sustainable water use, protecting water and ecosystems from water dependent on good status, improving water quality and the status of ecosystems degraded by human activities, reducing groundwater pollution and reducing the impact of floods and droughts. The direct objective of the project is to increase the percentage of inhabitants of the Municipality of Dynów using an efficient water supply system with high physico-chemical and bacteriological parameters. The general objectives of the project are: rationalization of the costs of drinking water supply with known, high parameters, limited incidence of diseases associated with the use of water with an unfavorable physico-chemical and bacteriological composition, activation of entrepreneurship development.
