Construction of sanitary sewerage system in Kańczuga Municipality

The subject of the project is the construction of a sanitary sewerage network in the City and Municipality of Kańczuga in the following locations: Niżatyka, Siedleczka and Kańczuga at ul. Field and Maple. In total, the investment includes the construction of a 3.16 km sanitary network, the important elements of which are: P1 pumping station of the dry type in Niżatyce and P1 pumping station with integrated GPS device at ul. Field in Kańczuga. The wastewater will be discharged to the biological sewage treatment plant in Kańczuga (with a capacity of 500 m3/d and an annual net energy consumption of 26.7 kWh/person), which is adapted to connect and service new users. The treatment plant complies with the requirements of Directive 91/271/EEC as regards the efficiency of waste water treatment, in accordance with the provisions of Annexes No 3 to VI to ACPOŚK. The indicated places of implementation of the project are part of the Kańczuga agglomeration in accordance with the adopted Resolution No XXII/271/2020 of the Kańczuga City Council of 29 December 2020. The main objective of the project is to organize the wastewater management in the Kańczuga agglomeration. The specific objectives are described in the "Coherence with strategies" field (Section IX) of the WoD. The overall objective of the project is to improve the level of sewerage of the area in order to bring it closer to complying with the requirements of Directive 91/271/EEC. The scope of the project includes the following tasks: -ref. No 1: Construction of a sanitary sewage network with a dry-type pumping station in the village of Niżatyka (length of the network planned for construction: 429 m, length of connections planned for construction: 11 m, total: 440 m), - Ladder 2: Construction of a sanitary sewerage network in the village of Siedleczka (length of the network planned for construction: 1 405 m, - Task 3: Construction of a sanitary sewage network with a prefabricated P1 sewage pumping station (containing a GSM monitoring device) at ul. Polna in the city of Kańczuga (length of the network planned for construction: 736 m), - Ladder No 4: Construction of sanitary sewerage network at ul. Maple in the city of Kańczuga (length of the network planned for construction: 583 m), - Ladder No 5: Preparation of the grant application and the required annexes - Indirect costs. The sum of the length planned for the construction of the network (including connections) is 3 164 m, which in terms of km and rounded down to make the indicator achievable gives a value of 3.16 km. The project is a response to the problem of insufficient sewerage of the Kańczuga agglomeration, which currently amounts to 93.40%. The indicator shows that a significant number of inhabitants use household drainless reservoirs, which are non-organic and can cause environmental poisoning due to the unsealing and release of sewage into the soil, and consequently their penetration into groundwater. Such a situation poses a threat to the local biosystem, but also in the long term to the comfort of life and health of residents. The implementation of the investment will bring the Kańczuga agglomeration closer to meeting the last of the three required conditions for compliance with the Wastewater Directive. The material scope of the project fully fits into the action: ‘2.6. Sustainable water and wastewater management’ FEP 2021-2027 and is in line with the specific objective of the SZOP for Podkarpackie (ERDF/FS.CP2.V - Promoting access to water and sustainable water management), the scope of the investment falls under measure 065 of the SZOP: ‘065- Waste water collection and treatment’, in the design type: ‘Construction, installation or purchase of sewage infrastructure equipment - projects within agglomerations of 2 000 or more. p.e. to less than 15,000 p.e. p.e. requiring adaptation to the requirements of the Waste Water Directive’ (the agglomeration of Kańczuga is 7320 p.e.). The effects of this project on the construction of a sewage network will be: support for the protection of the local ecosystem, improving the comfort of life of the residents of the City and Municipality of Kańczuga, enabling access to a centralised sanitary network and real use of the potential opportunities of the EIA in Kańczuga to serve new users.
