The project concerns the improvement of pre-school infrastructure in the Dębica Commune. The subject of the project are: 1. Adaptation of part of building B in ZSOI in Pustkowo-Osiedle, 2. Reconstruction of the multifunctional building in Braciejowa, 3. Reconstruction of the zero branch in ZS in Pustków. The project provides for the implementation of tasks related to the development of application documentation, project and cost documentation, construction works and investor supervision and indirect costs for the above-mentioned subject of the contract. The aim of pre-school education is to support the overall development of the child, which should be implemented through the process of care, upbringing and teaching. The availability of high-quality pre-school care in a given area is one of the factors enabling parents to work. The main problem identified concerning pre-school infrastructure in the Commune of Dębica is the insufficient number of pre-school places. According to GUS data, in 2022 the percentage of children in pre-school education (children aged 3-6) was 72.2%. The number of children in pre-primary education was 809 in 2019 and 2020, 820 in 2021 and 862 in 2022. The number of children aged 3-6 years, in the years 2019-2022 was successively: 1,090 people, 1,154 people, 1,166 people and 1,178 people. Despite the negative natural growth and negative migration balance in 2022, the number of pre-school children has been growing for several years. In the places where the investment was planned, not all applications for admission to kindergartens were considered positively. In the absence of places in the pre-school ward chosen by the parents, they were indicated another pre-school ward with free places to which they could enroll the child. Parents who, due to low mobility or logistical issues (home-kindergarten-work route), could not take a place in public kindergartens in other places, were looking for kindergartens with a more favorable location for them, including private kindergartens or other forms of childcare. The aim of the project is to increase the accessibility of children and their parents to pre-school infrastructure, including the adaptation of infrastructure to people with disabilities, which will be inclusive in education. The implementation of the project will create conditions to prevent the exclusion and marginalization of children from families with low social and material status and to counteract the exclusion of women from the labour market from the area of the Commune of Dębica. The implementation of the project will also contribute to the creation of conditions enabling the reconciliation of work and family life, as well as conditions for the social and intellectual development of children. Improving access to pre-school infrastructure in Dębica will contribute to the social inclusion of residents and provide them with better living conditions and job opportunities. Activities aimed at extending access to attractive infrastructure and services will contribute to increasing the attractiveness of the Municipality as a place of residence. Among the objectives that will be achieved through the implementation of the project are: – improving access to and the condition of pre-school infrastructure in the Municipality, – improving the quality of services provided, – improving the quality and comfort of life of the local community – parents of pre-school children, – creating conditions for the socio-economic development of the municipality and increasing its settlement attractiveness by increasing access to public services for residents, – combating the exclusion of women from the labour market, – meeting the needs and expectations of residents (social satisfaction). The implementation of the project will allow to solve the identified problems related to the lack of pre-school infrastructure for children and their parents.
