The project includes tasks related to the extension and retrofitting of buildings: the John Paul II Primary School in Jawornik Polski, the School and Facilities Complex in Manasterz from the Municipality of Jawornik Polski and the Municipal Social Welfare and Health Centre, which are located on the high ground floor and first floor of the municipal building in Jawornik Polski. This task is to adapt them to the needs of people with disabilities, which in the planning documents of the Commune of Jawornik Polski are designated directions of activities aimed at improving the functionality and accessibility of public facilities. The scope of the project includes increasing the accessibility of part of the communal building in Jawornik Polski, which provides services in the field of social assistance (GOPS) and health care (Health Centre), as well as 2 educational facilities (John Paul II Hospital in Jawornik P. and the School and Facilities Complex in Manasterz) as they meet only a part of the standards enabling persons with disabilities, on an equal basis with persons with disabilities, to access their space and the services offered therein. In each of the analysed cases, the accessibility problem arises in limited vertical communication (in all three buildings it is provided only by existing staircases), which limits access to buildings for persons with disabilities and the elderly. In addition, in each of the four above-mentioned institutions located in the three buildings covered by the project, the problem of accessibility arises due to the lack of appropriate marking of buildings - the lack of solutions facilitating self-orientation in the above-mentioned buildings. On the other hand, at the GOPS headquarters in Jawornik Polski, there are no available digital resources and products available to the public, which can be used by persons with disabilities and the elderly, especially those who do not have access to a computer or the Internet. In addition, there are no publicly available information and promotional materials in writing in any of the analyzed facilities and their offers, which can be used by people with disabilities and the elderly, especially those who do not use smartphones, computers and the Internet (in the Jawornik Polski Commune, older people have a large share in the local community, who prefer traditional forms of information transmission). In addition, websites: The John Paul II SP, GOPS and the Manasterz Schools and Facilities Complex do not meet the current WCAG Web Content Accessibility Guidelines version 2.1. The analysis of the functionality, technical and functional parameters of the above-mentioned buildings, their surroundings and access to information and digital resources showed the existing barriers in the buildings in question: architectural, digital and information and promotion, which limit the creation of conditions for people with special needs to use buildings and the services provided in them more independently and comfortably. The proposed project responds to the identified needs in this area and its implementation will improve the accessibility of the buildings and services covered by the project. The aim of the project is to provide people with special needs with access to social assistance, education and health services on an equal basis with others. The implementation of the proposed project will improve the architectural, digital and information and promotional accessibility of 3 public buildings in the Municipality, to the extent specified by the minimum requirements referred to in Article 6 of the Act on ensuring accessibility for people with special needs, as a result of taking into account universal design and the application of reasonable accommodation. The project concerns the improvement of the accessibility of a total of 3 public buildings, including one facility from the health care area, located in the Commune of Jawornik Polski, which were not covered by support for adaptation to the needs of persons with disabilities in other projects under other activities of the FEP 2021-2027 programme.
