The project includes tasks related to the removal of architectural barriers in buildings and public spaces and increasing the availability of services/persons facilitating communication with persons with disabilities, which in the planning documents of the Commune of Solina are designated directions of activities aimed at increasing the accessibility of public facilities for people with special needs. The scope of the project includes the provision of a total of 3 buildings: the public administration building (Solina Municipal Office in Polańczyk), the health care building (Health Centre in Wołkowyi) and the care and education building (Public Preschool in Bukowiec). The buildings included in the scope of the project present the so-called ‘old construction’ and do not meet all the standards to allow persons with disabilities, on an equal footing with persons with disabilities, to have access to their spaces and the services they offer, making them completely inaccessible from an architectural point of view. In each of the analyzed cases, the problem with accessibility appears already at the access to the buildings (non-standard walkways, driveways, or even their absence, non-standard external doors are those elements that prevent access to the buildings in question). In addition, there are currently no publicly available digital resources and products in the Solina Commune Office building that can be used by people with disabilities and the elderly, especially those who do not have access to a computer or the Internet. In addition, there are no publicly available information and promotional materials in writing about any of the analyzed facilities and their offers, which can be used by persons with disabilities and the elderly, especially those who do not use smartphones, computers and the Internet (in the municipality of Solina, elderly people have a large share in the local community, who prefer traditional forms of information transmission). The analysis of the functionality, technical and functional parameters of the above-mentioned buildings, their surroundings and access to information and digital resources showed the existing barriers in the buildings in question: architectural, digital and information and promotion, which limit the creation of conditions for people with special needs to use buildings and the services provided in them more independently and comfortably. The requested project is a response to the diagnosed needs in this area, and its implementation will ensure full availability of the buildings and services covered by the project. The aim of the project is to provide people with special needs with access to public administration, health care and educational services on an equal basis with others. The implementation of the proposed project will ensure the architectural, digital and information and promotional accessibility of 3 utility buildings in the Commune of Solina, to the extent specified by the minimum requirements referred to in Article 6 of the Act on ensuring accessibility for people with special needs, as a result of taking into account universal design and the application of reasonable accommodation. The requested project concerns making available and improving the accessibility of 3 public buildings, including one facility from the health care area, located in the Commune of Solina, which have not been covered by support for adaptation to the needs of persons with disabilities in other projects under other activities of the FEP 2021-2027 programme.
