Improving accessibility of buildings: City Hall, Kindergarten No. 3 and stands at the city stadium in Tarnobrzeg.

The subject of the project is the construction of an elevator at the Tarnobrzeg City Hall (UM) building located at ul. Mickiewicza 7, construction of a slipway for the disabled at Kindergarten No. 3 at ul. Dekutowskiego 2 and the installation of a shaft with a platform for the disabled in the grandstand building at the Edward Mikusiński City Stadium located at ul. Independence 2 in Tarnobrzeg. In the UM building there are Departments, i.e.: • Stakeholder Service Office (BOI) • Municipal Consumer Ombudsman, Cash Office, Information Office / Law Firm • Municipal Economy and Environment • Technical - Investment and Road Engineering • Urban Planning, Architecture and Construction • Communication • Civic Affairs and Crisis Management • Geodesy and Land Management • Taxes • Civil Registry Office. Currently, at the UM building there is a platform for people with disabilities located outside the building (from the north side), which is activated by an employee, in the event of the appearance of a disabled person who wants to settle the matter in the office. The disabled person can get to the ground floor of the building where the BOI is located. However, it is not possible to get to the upper floors, where there is also a need to visit the departments located above the ground floor many times. At the main entrance to the building there is a driveway for the disabled, which can only be reached at the level (level -1.62), where the cash register and the law firm / information are located. From this level leads to the ground floor nine degrees where are located, among others: USC, W. Citizenship and Crisis Management – ID cards and check-in,BOI. When the elevator is built, a person with disabilities and the elderly will be able to get to the ground floor and, if necessary, to the upper floors of the UM building on their own without anyone's help. This will address the issue of accessibility of the building for people with disabilities not only in wheelchairs, but also for people with other mobility disabilities and for people over 60 years of age. Kindergarten No. 3 is one of the few educational buildings that is not accessible to people with disabilities. For this reason, children with disabilities cannot attend kindergarten. There are 4 groups in the kindergarten.There can be up to 5 children with disabilities in each group. With a slipway, the kindergarten could accommodate up to 20 children with disabilities. In addition, parents who bring children to kindergarten, e.g. strollers, will be able to use the slipways. The stadium stand was built in 2010-2011. It is a three-storey building in which it is located: hygienic and sanitary facilities, changing rooms, conference room, audio-visual room, notorious room, rooms of judges, observers, trainers, medical points, anti-doping control point, cleaning rooms. On the first floor there are match rooms for fans. The total number of seats is 3,712, including 2,704 seats in the tribune roofed from the south. On average, 1,394 spectators use the stands during the match. It is a building that is not accessible to people with disabilities. Toilets for the disabled are located on the first floor, which prevents wheelchair users from using them. Wheelchair occupants have designated seats at level 0, where visibility is significantly reduced. At the time of the construction of the elevator, the stand on the second floor could be used by about 30 people with disabilities, where places on the terrace are prepared. As part of the project, a web application will also be created allowing users to access the interactive plan of public buildings: UM and the stands. The aim of the project is to improve the accessibility of public buildings: City Hall, Kindergarten No. 3 and the grandstand building at the stadium for people with disabilities and the elderly.
