The project includes tasks related to the execution of construction works and refurbishment of buildings: The Municipal Office in Dynów (UM), which provides services in the field of public administration, social assistance and the labour market, the seat of the TSO in Dynów, which houses a meeting room for the local community (social services) and the Environmental Nurse's Office (health care services), which serve to make them available or improve their accessibility to the needs of people with disabilities, which in the City's planning documents constitute designated directions of activities aimed at improving the functionality and accessibility of public facilities. The scope of the project includes making the UM building fully accessible, as well as improving the accessibility of the above-mentioned buildings, as they do not meet (UM) or meet only part of the accessibility standards (the TSO building in Dynów and the Environmental Nurse's Office) for persons with disabilities. The project includes 3 public buildings located in Dynów. The needs analysis shows that UM has barriers in access to the building (only external stairs), vertical communication (only using internal stairs). In addition, the lack of toilets for people with disabilities, non-standard interior doors, the lack of use of contrast colors in communication routes were identified, and the identified needs include the need to create the necessary conditions to ensure the possibility of using it for people with disabilities and the elderly, so UM is inaccessible to people with disabilities, as it does not meet any accessibility standards. On the other hand, a building in which the TSO and the local community meeting room have restrictions on access to the building (only using the external staircase), and the identified needs include the need to create the necessary conditions to ensure that it can be used by people with disabilities and the elderly. The most important barriers limiting the availability of a separate, independent part of the building, in which the Environmental Nurse's Office is located, are primarily: non-standard internal doors, limiting access for people with disabilities from the waiting room to the interior of the office. This analysis shows that the part of the building in which the Cabinet is located has restrictions in the transition zone from the waiting room to the office and the entrance to the building (abnormal width of the internal door). In addition, UM lacks publicly accessible digital resources and products that can be used by persons with disabilities and older persons. In addition, there are no publicly available information and promotional materials in writing for these people about any of the analyzed facilities and their offers (in the city, elderly people have a large share in the local community, who prefer traditional forms of information transmission). The project is a response to diagnosed needs in terms of accessibility standards. Its implementation will ensure full availability of UM and improve the availability of the remaining 2 facilities and services. The aim of the project is to provide people with special needs with access to public administration, social assistance, labour market, cultural and social services and health services on an equal basis with others. The implementation of the proposed project will ensure the architectural, digital and information and promotional accessibility of 3 public facilities in Dynów, to the extent specified by the minimum requirements referred to in Article 6 of the Act on ensuring accessibility for people with special needs. In addition, the project has a positive impact on the principle of equal opportunities and non-discrimination based on sex, race, colour, ethnic or social origin, genetic features, language, religion or belief, political or any other opinion, membership of a national minority, property, birth, disability, age or sexual orientation.
