"Activation of unemployed young people aged 18-29, support for the development of entrepreneurship"

The main objective of the project is to develop entrepreneurship among young people in the Podkarpackie Province by granting at least 2740 grants for starting a business activity until 31.12.2029. The participants of the project (UP) will be only unemployed persons registered in the PUP aged 18-29 who live in the Podkarpackie voivodeship, within the meaning of the Civil Code, including areas with weaker development prospects and strategic intervention, i.e. in the area covered by the Strategic Programme for the Development of the Bieszczady Mountains, the Programme for the Development of Roztocze and the Four-City Initiative and the area of medium-sized cities losing their socio-economic functions, i.e.: Przemyśla, Sanoka, Jasła, Jarosław, Mielca, Krosno, Dębica, Niska, Stalowa Wola, Tarnobrzega, Przeworska.Support for unemployed people under the project will be implemented in the manner and on the principles set out in the Act on employment promotion and labour market institutions, limited to comprehensive grant support services. Types of actions: comprehensive grant support for unemployed young people, implemented in accordance with the Act on employment promotion and labour market institutions as regards the form and rules of benefits, i.e.: - identification of needs and development of an Individual Action Plan for each project participant in terms of having professional competences/preferences predisposing to conducting business activity - assessment of digital competences - training in setting up and conducting business activity leading to registration and conducting business activity, - granting one-off funds for starting business activity and providing other services in this area, resulting from the above-mentioned Act. The project aims to activate more young people who will start running their own company, and thus contribute to the increase in the number of enterprises in the Podkarpackie Voivodeship. Support for young people up to the age of 30 will be provided in the project in accordance with the standards set out in the Youth Guarantee Implementation Plan in Poland (GdM). In addition, the project assumes that participation in the project of a young person up to the age of 30 will always be preceded by an assessment of digital skills, and that, if necessary, the level of these competences will be supplemented. Granting support under the project will each time be preceded by the identification of the needs of the project participant and the development or update for each project participant of the Individual Action Plan referred to in the Act of 20 April 2004 on the promotion of employment and labour market institutions in terms of having professional competences / preferences predisposing to running a business. The project will support at least 3 000 unemployed people registered in the PLO aged 18-29 who live in the Podkarpackie Voivodeship, within the meaning of the Civil Code, and will provide non-repayable funds for starting a business for at least 2 600 people. The project provides for a minimum of 2740 grants. The project will be implemented in a partnership formula by WUP Rzeszów together with local branches (Krosno, Przemyśl, Tarnobrzeg) and all PUPs from the Podkarpackie Voivodeship (21 PUP). The project partners will be involved in the implementation of the project's objective. They will participate in the implementation of the project tasks.: recruitment of the PA, identification of needs and preparation/update of the IPD for the PA recruited by the Project Partner, awarding a grant for the section.gosp.UP recruited by the Project Partner.The partnership rules will be set out in the partnership agreement.The project is in line with the Charter of Fundamental Rights of the European Union of 26 October 2012 (Official Journal of the European Union No. EU C 326, 26.10.2012, p. 391) and the Convention on the Rights of Persons with Disabilities, done at New York on 13 December 2006 (Journal Journal of Laws 2012, item 1169, as amended).
