The aim of the project is to increase access to family support and foster care services in deinstitutionalised forms in the Podkarpackie Voivodeship in the period 11.2023-06.2026 for 1240 people. The project plans to support: children and adolescents, candidates for foster care, candidates for adoptive parents and their family members, persons leaving foster care and other 24-hour care institutions in which children and adolescents are staying, the environment of the above-mentioned target groups, parents / carers, families, including dysfunctional families or families experiencing difficulties in fulfilling the care and education functions, foster families, staff implementing activities in the area of social services, candidates for providing social services in the local environment from the Podkarpackie Voivodeship. The main goal of the project results directly from the diagnosed problems of the target group, it will affect the solution or minimization of these problems. The design is consistent with the purpose of the particulars. 4(l) of the FEP 2021-2027 regional programme, which is to support the integration of people at risk of poverty or social exclusion, including the most deprived and children, as well as with the provisions of the PPRUSiDI for the years 2023-2025. As part of the project, among others. • creation/development of day care facilities (DSA), • support for foster families and families experiencing care difficulties.-educational • support for the process of deinstitutionalisation of foster care • promotion of the idea of foster parenthood in the area of creating family forms of foster care and dissemination of the idea of adoptive parenthood • comprehensive support for people who are independent/leaving care or other institutions of 24-hour care • creation and operation of training apartments • activities addressed to children and young people requiring support in family foster care and from families experiencing care difficulties.-rearing. • support for candidates for adoptive parents, pre-adoption and post-adoption support • improving the competences and qualifications of candidates and staff necessary to implement the project. It was assumed that each participant of the project will be able to benefit from several forms of support - adaptation to the needs and capabilities of a given person, which will provide comprehensive support. The project will be implemented throughout the Podkarpackie Province (WP) by ensuring cooperation with the PCPR, other social assistance units and a non-governmental organisation. Substantive activities in the areas of districts where the PCPR did not start the project will be implemented by ROPS and CRAS. The main results of the project include increasing access to family support services and foster care in deinstitutionalized forms, adapting the pupils of care and education institutions (PPE) to independent functioning outside the educational center, improving the functioning of foster families. The project assumes the achievement of, among others, the following result indicators: Number of people who left institutional care thanks to the support in the program - 10 Number of people whose social situation improved after leaving the program - 960 Number of entities that expanded the offer of support or improved the quality of services offered - 5 Number of places created in the program for the provision of family support services and foster care existing after the end of the project. -165 The project assumes the achievement of, among others, the following output indicators: Total number of persons supported - 1240 Number of persons covered by family support and foster care services - 1133 Number of economically inactive persons supported under the programme - 680 The project will be in line with the Charter of Fundamental Rights of the European Union and the Convention on the Rights of Persons with Disabilities by ensuring equal access to social services, respect for the rights of individuals and promoting the social integration of the most deprived persons and children.
