The main objective of the project is to develop a territorial strategy that meets the requirements set out in Article 29 of Regulation (EU) 2021/1060 and Article 34(1)(b) and (c) of Regulation (EU) 2021/1060. 6 of the Act of 28 April 2022 on the rules for the implementation of tasks financed from European funds in the 2021-2027 financial perspective, the so-called ‘Implementation Act’. The objective of the project is in line with Priority FEPK.09.01 of the Technical Assistance measure. The project consists in the implementation of 1 task in the period from 25.07.2022 to 20.12.2023. The task that is implemented under the project concerns the co-financing of the cost of commissioning the development of a territorial strategy for ITI. The ITI strategy is the basic document for the implementation of actions under the territorial instrument of ITI and its development is one of the conditions for receiving support for integrated projects under Priority 6 of FEP 2021-2027 under specific objective 5(i). Integrated Territorial Investments (ITIs) are an instrument dedicated to territorially balanced development. ITIs are implemented in urban functional areas indicated as areas of strategic intervention in the development strategy of the voivodship. The Municipal Functional Area of Stalowa Wola (MOF SW) is one of 11 MOFs in the Podkarpackie Province. MOF SW consists of the City of Stalowa Wola (the city of the core), the Municipality and the City of Nisko, the Municipality of Zaleszany and the Municipality of Pysznica. The implementation of ITI is conditional on the development of an ITI strategy and the establishment of an ITI association, which is a form of a partnership model of cooperation between local government units (LRAs) forming the MOF, including the development of competences necessary for the preparation and implementation of an ITI strategy. On 26 May 2022, the municipalities forming MOF SW, on the basis of Article 74(1) on municipal self-government, concluded an agreement on the establishment of an ITI Association aimed at cooperation between local government units of MOF SW for the purpose of carrying out tasks under ITI. The basic task of the Association is to create a development policy in the area of ITI implementation, including coordination of projects resulting from the ITI strategy. The implementation of ITI and the related need to prepare the required strategic documents is a public task carried out by the Municipality of Stalowa Wola (acting as a leader), entrusted to it by the other local government units associated in the ITI Association. The agreement obliges the units forming the ITI Association to cooperate with each other and to accept actions taken by the leader of the agreement in order to properly perform tasks and participate in the costs of their implementation. The ZIT MOF SW Association functioning as an agreement does not have legal personality and does not create a separate formalised structure. The burden of performing the tasks entrusted lies with the leader who has taken over the tasks and competences of the other local government units. However, the agreement obliges the units forming the ITI Association to cooperate with each other and to accept actions taken by the leader of the agreement in order to properly perform tasks. The structure of the ITI Union is defined in the signed agreement and takes into account the executive body - the Steering Committee and an advisory body composed of socio-economic partners. In addition, substantive and administrative support and coordination functions of activities implemented in order to program projects and prepare strategies are provided by the Task Force composed of employees of the External Funds and Development Department of the Stalowa Wola City Hall, supported by municipal coordinators from other local government units forming the MOF SW. As part of the task assigned, the applicant conducted a public procurement procedure in order to commission a service for the development of an ITI strategy. As a result of procedure ZP-III.273.1281.2022 of 24 June 2022 announced in the Competitiveness Database, a contract for the implementation of the task was concluded. The deadline for performance of the subject of the contract is set at 8 months from the date of conclusion of the contract. The contract was subsequently amended twice, extending the deadline for its implementation to 8 December 2023.
