The aim of the project is to develop an ITI Strategy for the City Functional Area of Mielec for the years 2022-2027. The project falls under Priority 9. Technical assistance FEP 2021-2027 and SZOP FEP 2021-2027, Objective 2: Strengthen the competences of beneficiaries (including potential) and partners, which intervenes to support the preparation of Priority 6 projects under Specific Objective 5(i), including by supporting the preparation of strategic documents at regional and local level necessary for the implementation of territorial instruments. The ITI instrument is implemented in functional urban areas. MOF Mielec comprises 4 municipalities: Mielec Municipality, Przecław Municipality, Tuszów National Municipality and Mielec Municipality. All municipalities of MOF Mielec have adopted resolutions on consenting to the conclusion of an inter-municipal agreement regarding the establishment of the ITI Association and cooperation in the implementation of Integrated Territorial Investments of MOF Mielec. The agreement was signed on 10.11.2022. The Municipality of Mielec, as the Leader of the agreement, undertook to select the contractor. The contract with the contractor was signed on 16.12.2022. The task, which is carried out as part of the project, concerns the co-financing of the cost of commissioning the development of a territorial strategy for ITI, including in particular: 1) preparation of the ITI Strategy for the City Functional Area of Mielec for the years 2022-2027; 2) agreeing the draft ITI Strategy with the Managing Authority of the regional programme "European Funds for Podkarpackie 2021-2027" and obtaining the opinion of the minister responsible for regional development in terms of compliance of the ITI Strategy for MOF Mielec with the Partnership Agreement and making changes and/or additions to the document being prepared, if necessary; 3) agreeing the draft Strategy with the Regional Director for Environmental Protection (RDOŚ) and the State Provincial Sanitary Inspector (PWIS) in order to determine the need to carry out a strategic environmental impact assessment for the draft Strategy, resulting from the Act of 3 October 2008 on the provision of information on the environment and its protection, public participation in environmental protection and environmental impact assessments (i.e. Journal of Laws 2022, item 1029), hereinafter referred to as the EIA Act, including the preparation of applications to refrain from carrying out an environmental impact assessment; 4) preparing an environmental impact forecast for the ITI Strategy project for MOF Mielec, 5) preparing a multimedia presentation of the ITI Strategy project for MOF Mielec in the form of a power point file (as promotional, informational and auxiliary material for meetings of the City Council's commission and session in Mielec) and conducting a presentation of the final version of the ITI Strategy for MOF Mielec at the committees and session of the City Council in Mielec. The implementation of the project will significantly increase the administrative capacity of beneficiaries by strengthening cooperation in those areas that are necessary to stimulate socio-economic development under the MOF. The potential of beneficiaries will be significantly developed, with a particular focus on the territorial dimension of cohesion policy. Cooperation will continue to support integrated development needs at local and regional level and the necessary actions will be taken under a coherent investment regime to prepare and implement joint actions in the functional area.
