Purchase of multiple electric railway vehicles for the operation of regional passenger transport services

The project is located in the Pomeranian Voivodeship, its scope includes the purchase of 23 electric multiple units for the operation of regional passenger transport. Its implementation started in 2022 with the announcement of an open tender, under which a contractor was selected and a contract for the supply of railway vehicles was signed with NEWAG S.A. The main problem that this project aims to solve is the large number of worn-out railway vehicles and the lack of systematic replacement of rolling stock. The average age of the electric rolling stock owned by the Pomeranian Voivodeship is over 27 years, and the age of the oldest unit is as much as 53 years. The fleet is characterized by both low technical parameters and low travel comfort for passengers. The purchase of modern rolling stock will improve the transport services offered and thus increase the number of passengers. The main objective of the planned project is to increase the share of rail transport in public transport at regional level. The implementation of this Project consisting in the purchase of new rolling stock will contribute to improving the quality of public transport and thus limiting the increase in the use of individual transport. Moreover, by purchasing twenty-three units of rolling stock in regional public transport, it will contribute to the development of sustainable mobility at local, regional and national level by increasing transport in regional and agglomeration rail passenger transport. The main objective of the Project is in line with the main objective of Priority 4 Better Connected Pomerania European Funds and Measure 4.2. FEP rolling stock 2021-2027, i.e. developing and improving sustainable, climate-resilient, smart and intermodal mobility at national, regional and local level, including improving access to TEN-T and cross-border mobility. This objective is also in line with strategic documents of national, regional or local importance for transport. In addition, the project is part of a strategic project implemented by the Pomeranian Voivodeship: ‘Purchase of 31 Electric Traction Units for rail services in Pomorskie Voivodship’, included in the Regional Strategic Programme for Mobility and Communication, contributing to the achievement of SRWP 2030 objective 2.4 Mobility. Electric multiple units, which are the subject of the project, will meet the basic conditions increasing its functionality in relation to the comfort of travel for passengers, i.e. the structure, technical and operational parameters of vehicles will meet the requirements of the relevant standards. In addition, they will be adapted to transport people with special needs. The design and parameters of the vehicles will meet the requirements of each applicable legislation, as well as the requirements of other applicable PN-EN standards, UIC cards, relevant TSIs, to the extent necessary to obtain a certificate of authorisation for placing in service of a type of railway vehicle or a railway vehicle authorisation issued by the President of the Office of Rail Transport. As part of the project, promotional activities will be carried out, which will be carried out in accordance with the guidelines for information and promotion of projects co-financed under the FEP programme for 2021-2027. Information about the project will be posted on the Beneficiary's website and social media, and the purchased rolling stock will be marked with information about the ERDF co-financing of its purchase. In addition, 2 conferences will be organized during the important stages of the project, which are collections of rolling stock - at the same time completing the investment, a promotional spot will be filmed properly marked, with an audio description and a PJM translator, a plaque will be created serving as an information and commemorative plaque.
