The aim of the project is to increase access to pre-school education in the Starogard Gdański Commune (STG) by creating 91 new, permanent places in the newly created PLO in Brzezno Wielkie (3 groups of 25 people and 1 group of 16 people). The project is aimed at pre-school children who, thanks to achieving the set goal, will be able to participate in pre-school education in modern and appropriate housing conditions and will receive educational support dedicated to their level of education, including taking into account their deficiencies in key competences and educational deficits. These objectives are to be achieved by: -the purchase of equipment for newly created premises in the PLO Brzeźno Wielkie, - the employment of teaching staff to service new places in the PLO Brzeźno Wielkie (for 12 msc), - incurring expenses related to the purchase of food and operating costs, - the implementation of classes to compensate for deficits of people with SPE and developing competences in people with reduced levels of competence, including support dedicated to migrants, - the purchase of teaching aids, - the implementation of trainings for teachers. The above-mentioned tasks result directly from the diagnosis of the actual and forecasted need for kindergarten education services at G. STG in the perspective of 3 years, carried out by the Applicant and approved by the Mayor on 20 February 2024. Analysis of data collected from BDL and GUS indicates that on 30.12.2023 there are 910 children 3-6 years old registered in G.STG, while the number of pre-school places is 613 pre-school places. The deficit of preschool places amounted to 297 places. Forecast for the following years: The number of people aged 0-2 years is 515, and in the age of 5-6 - 470 people. On the basis of these data, it can be concluded that the seat deficit will be even higher in the following years. The creation of further pre-school places will allow to reduce the deficit to 206 pre-school places, which will allow to achieve the pre-school placement rate of 77%, which for the rural commune is an acceptable indicator allowing to accept all children who want to participate in pre-school education. Working with children, including preschoolers with SPE, requires the involvement of qualified and properly prepared staff. New people will be hired for the project, but it is known from the autopsy that there are no people with education/experience on the local labour market to conduct additional classes developing key competences and therapeutic activities. In addition, teachers lack the skills to use new effective learning methods that implement educational methods dedicated to the current needs of preschoolers. There are 34 children of preschool age with migration experience in the Starogard Gdański Commune. Only 20 found a place in kindergartens. Increasing the number of pre-school places in the Starogard Gdański Commune, it is also planned to include additional people from this group in pre-school education. In addition, verifying the needs of these people in the PLO from the Starogard Gdański Commune, it is known that these people need additional support in terms of training social skills, learning Polish and correct pronunciation. The municipality does not have sufficient own resources to build and fully equip a new kindergarten in accordance with the applicable requirements and standards. G. Starogard Gdański provides kindergarten education in small buildings, i.e. country clubs, school buildings, etc. It is only thanks to the support of external funds that it is possible to organize pre-school education for subsequent children in a place fully adapted and enabling effective learning. Measures to improve the quality of pre-school education and teacher training are in line with the themes of the Integrated Skills Strategy 2030. Additional activities under the project have not been funded for at least 12 months before the submission of the WOD.
