The economy of Poland and, consequently, Pomerania, including the metropolitan subregion, is changing dynamically and this must be followed by a change in the qualifications of employees available in the subregion. According to the study Key industries for the economy of the Pomeranian Voivodeship (author: dr hab. Robert Bęben, year: 2024) the biggest challenge of the labour market is the lack of workers with the right qualifications, skills and knowledge (as many as 39% of SMEs indicated a problem). According to the study, the Pomeranian market is an employee's market and as many as every 3 companies report a lack of qualified people. (In the companies of S.H.I.E.L.D. 10 employees. the result is more than 50%). At the same time, 35% of the surveyed companies intend to increase employment. The same challenge awaits large companies in subreg. and will have a huge impact on direct investments in the districts covered by the project (the analysis of the World Bank from 2022 to commission.ARP S.A/ Invest in Pomerania shows supporting talent development as 1 out of 6 priorities for the development of the region's hosts). At the same time, adults on the labour market in the subreg. metropol. currently do not have a comprehensive support system, which, on the one hand, will allow them to finance the form of education necessary to obtain the qualifications required by the current or future employer and will offer the support of a career counsellor in choosing such a form in accordance with professional predispositions as well as economic trends specific to the subregion (mainly based on PSI and complementary Key Industries) and the nationwide economy (digital competences or competences related to sustainable development and the green transition). The project is a response to the above problem. The main objective of the project is to increase the number of inhabitants of the metropolitan subreg. who will improve their professional qualifications in accordance with the challenges of the labour market and the directions of development of the Pomeranian economy, including the subreg. metrop.The objective fits into the assumptions and scope of the specific objective (g) in the FEP 2021-2027. The target group of the project are adults who want to voluntarily (regardless of the will of employers) improve their professional qualifications, which for various reasons, i.e. lack of information about convenient forms of education, lack of information about the needs of the labour market and directions of economic development of Pomerania or financial barriers. In addition, preferences will be used in the target group (description in the ‘targeted area’). The project is a comprehensive project, combining a sub-regional system of financial forms of education with a nationwide BUR, and at the same time, thanks to a partnership in WUP, offering the care of a professional advisor for participants. In order to reach both potential participants in the entire subregion and taking into account the needs of disadvantaged groups (including people with disabilities), the project assumes the presence of so-called mobile advisors in each district, who will explain the rules, accept the application for a grant and, if necessary, remotely connect the project participant with a professional advisor. An important part of the project will also be an information and promotion campaign (forms: infor. meetings, seminars, webinars, conferences) encouraging upskilling but also showing the trends of the sub-region in the context of the desired qualifications on the labour market. In order to obtain the best results, the project team (both ARP and WUP) will actively encourage companies and educational institutions to register in BUR. The result of the project will be the acquisition of new qualifications by 6000 people, including 800 people will increase the cyph qualifications and 250 qualifications related to the green economy. The IDA used its unique regional experience in the construction and implementation of the SPEKTRUM project (currently continued in the FEP). Experiences and conclusions from over 3 years of implementation of the project, which is a combination of the needs of Pomeranian companies with the advisory offer of business environment institutions from all over Poland and abroad, will be a unique contribution to building the WEKTOR system, which will be a project of similar scale, specificity and management scheme.
