Social Economy Support Centre in the Słupsk subregion

Project implemented in the period from 01.04.2024 to 30.09.2029 in the scope of running the Social Economy Support Centre in the Słupsk subregion. Project implemented in partnership: Centre for Citizens' Initiatives (leader) and Partners Słowińska Grupa Rybacka and LAG Partnership Dorzecze Słupia. The aim of the project is to develop the social economy sector, strengthen its potential and increase cooperation and partnership for the social economy in the Słupsk subregion in the period of 66 months. The objective will be achieved through substantive and financial support for the creation of PES/PS and the creation of jobs for people at risk of social exclusion, and the provision of comprehensive, individualised support to existing PES and their workers, in particular social enterprises. The project includes the following tasks: 1. Local animation and development of the potential of PES and PS - identification and support of local communities in order to create the attitudes of competent local leaders able to work for the social economy sector, incubation including training, key and business and specialist consulting, coaching, mentoring, innovation facilitation, assistance in the creation and implementation of individual reintegration plans, information activities addressed to initiative groups, individuals from the docl group, existing PS/PES and their employees. 2. Creation of FVCs and support for their activities - grants for the creation and maintenance of jobs for persons and entities interested in creating FVCs and for existing FVCs, as well as financial support for the implementation of individual reintegration plans 3. Indirect costs - ensuring efficient operation of the project. As a result of the project, 160 people will be supported, 130 jobs will be created and 90 social economy entities will be covered by the project. There are 22 PS in the Słupsk sub-reg. (source: bazaps.ekonomiaspoleczna.gov.pl), including 6 social cooperatives, 13 NGOs, 3 non-profit companies. On the basis of interviews conducted by the CIO staff as part of monitoring with leaders of existing FVCs in 2022 and 2023, it was established that the key problems include the difficulty in ensuring stable employment opportunities for people at risk of exclusion with specific opportunities and needs - their behavior in the professional environment is sometimes unacceptable by many employers and co-workers, which requires appropriate sensitivity, selection of appropriate positions and work organization that will allow participation in therapy, counselling, often work in appropriate assistance or even retraining. Creating jobs for the above-mentioned groups of people is a financial challenge (it requires investment in appropriate jobs, incurring high employment costs with the slow-developing activity of the management board) and improving the professional skills of employees and the ability of FVC staff to conduct business and obtain public contracts. PS leaders often lack such knowledge and experience. According to the study ‘Assessment of needs for the development of community services and infrastructure in the Pomeranian Voivodeship’, EGO, 2019, every third JST does not regularly cooperate with NGOs, which is associated with the low potential of local NGOs to carry out high-quality tasks commissioned in various modes, the implementation of which is conditioned by a number of difficult to meet requirements. The implementation of tasks under the Act on the Activities of Public Fire and Volunteers is declared by only 37% and on a residual scale under public procurement law. These problems, as indicated below in the description of the target groups, will be solved by ensuring the implementation of comprehensive activities of high quality services, implemented by project staff with high competences in accordance with the standards required for individual positions. The services offered in the project are a wide package in accordance with OWES standards, tailored to the local needs of the target group. The partnership will be based on accreditation and a partnership agreement.
